Action: _A motion was made by Don Schwindt to declare the Board's intent to
appropriate the recommended instream flows with the modifications
recommended by staff, including amended language on Issues I ,2,3,and 4 of
the memo titled "Language for Inclusion in Decrees for Proposed 2002 San
Miguel River Instream Flow Water Right Appropriations" and that Horsefly
Creek be omitted from this list at this time. The motion was seconded by Ray
