The target areas and the area that may be affected are located on portions of the <br />Grand Mesa and Gunnison National Forests. A portion of the area that may be <br />affected is part of the West Elk: Wilderness Area and the Raggards Wilderness <br />Areas, but the impact of the project in these areas is not expected to be significant. <br /> <br />14. The proposed project is a "ground-based winter cloud seeding" project as defined <br />by statute and is intended to be operated between the months of December through <br />May of each year. [~36-20-104(2.5), CRS] <br /> <br />15. The project is expected to use between 30 and 45 pounds of silveriodide per year as <br />the cloud seeding agent. Silver iodide is an inert compound. <br /> <br />16. The proposed project is a commercial project and not a research and development <br />project. The annual expenses are approximately $5,000. <br /> <br />17. Based on the information in the proposed operational plan, testimony provided at <br />the public hearing, and the information and materials reviewed in the administrative <br />record, the proposed weather modification operation: <br /> <br />A. is reasonably expected to benefit the people in the area in which the <br />operation will be conducted [~36-20-112 (3)(b), CRS], <br /> <br />B. is scientifically and technically feasible [~36-20-112 (3)(c), CRS], <br /> <br />C. does not involve a high degree of risk of substantial harm to land, people, <br />health, safety, property, water rights, or the environment [~3 6-20-112 (3)( e), <br />CRS], <br /> <br />D. includes adequate safeguards to prevent substantial damages to land, <br />property, water rights, people, health, safety, or the environment [~36-20- <br />112 (3)(f), CRS], <br /> <br />E. will not adversely affect another weather modification project [&36-20-112 <br />(3)(g), CRS], and <br /> <br />F. is designed to minimize risk and maximize economic benefits to the <br />residents of the area [~36-20-112 (3)(h), CRS]. <br /> <br />8 <br />
