The Applicant. sh~ll padoicipate with the Citizen Advisory <br />Councils established by the Department of Natural Resources in <br />acco~dance witb this'~a~agrapb. <br /> <br />a. Local Citizen ~dvisory Councils will be selected by the <br />Department to periodically review the cloud ~eeding <br />operation and give advice on aspects of the operation. <br /> <br />b. One Council will be appointed for the area encompassing <br />Keystone,Copper Mountain, Vail and Winter Par~'; and an <br />additional Council will be appointed for tbe Crested <br />ButtecGunnisDn area.. . . <br /> <br />c. In order to consider carefullY the interests of Gunnison <br />County stockmen regarding early season seeding activities,. <br />between Novembe~ lS'and December 1 tbe Crested <br />autte-Gunnison Council will have opportunity to approve. or <br />disapprove seeding activity. A Council member, designated <br />by the Council, will be consulted by the Contractor <br />regarding seedable episodes occurring between November 15 <br />and December 1. Seeding will be conducted only with <br />concurrence of such member. ' <br /> <br />d. The Director will.encourage participation by people of <br />varying views on cloud seeding and living both within and <br />outside the target areas. participation shall be sought <br />. from such areas of interest as state and local government; <br />ranching, farming, mining, timbering; parks and wildlife, <br />skiing and recreational interests, energy development, <br />water conservation boards, religious organizations, <br />newspapers, radio and television. Citizens are urged to <br />write to the Director indicating their background and <br />reasons for wanting to ~artici~ate. ' <br /> <br />Minutes of Council meetings shall be available in the <br />office nf the Executive Director, Department of Natural Resources. <br /> <br />9.. The APplicant shall submit Proof of Financial Responsibility <br />through a prepaid insurance policy.of $1 million in accordance with <br />the provisions of CRS 1973, 36-20-112(1) (c) before this permit is <br />valid. This amount may be adjusted. by the Executive Director. <br /> <br />10. The State reserves the rigbt to audit the books and records of <br />the Applicant. Said right to audit shall extend for a period' of twO <br />years after the termination date of.this permit. <br /> <br />11. If any cloud seeding operation is projected to have an impact <br />.on the State of Wyoming or the State of Utah, the APplicant.shall <br />give full prior notice of such seeding to the Governor's Office of <br />the State of wyoming or the State of Utah and submit written <br />confirmation of seedingnotic. to the Executive Ilirector. <br /> <br />12.
