4.0 PLANNING RESPONSIBILITIES & PRIORITIES

4.1 Policy Board

A decision and policy making board has been
established in order to ensure desires of the local users are con-
sidered in the proposed weather rro:lification operation. 'lJ1e Board
is made up of one representative fran each of the thirteen partici-
pating counties, and the d1ainnan of the Board of Directors for the
Western Kansas Groundwater Managerrent District ltl. Mr. I:bnald
Kostecki of the Kansas Water Resources Board will serve as State
liaison to the Board; and Mr. RalItl Papania, the licensee, project
director, will be the technical advisor.

'Ihe policy board will rreet pericxlically during
the season as needed to assess the operations and determine future
p:llicies. 'Ihe m=rnbers will be resp:lnsible for keeping the Operations
Center advised of soil rroisture and crop conditions, as well as
seeding priority changes for their respective counties.

4.2 General Priorities & Schedule

Since the sarre organization and resources are used
to accanplish both rain augmentation and hail suppression, sare
general guidelines have been established by the Board. Priorities
will be adjusted by the Board as necessary, depending on soil rrois-
ture and crop vulnerability to hail di3ll'age. 'Ihe preliminary schedule
set by the Board is as follo,.'S:

1-15 April

Personnel and equitm=nt rrobilization, pilot
familiarization, equitm=nt checkout, confir-
mation of cr~ coordination, and operating
procedures.

15 April

Begin seeding orerations with primary emphasis
on rain augrrentation (RA)

15 May

First priority in hail suppression (HS) with
secondary priority to rain augrrentation

10 June

Discontinue rain augrrentation and give full
errq::hasis to hail suppression.
