<br />.' <br /> <br />" <br /> <br />4.0 PLANNING RESPONSIBILITIES & PRIORITIES <br /> <br />4.1 Policy Board <br /> <br />A decision and policy making board has been <br />established in order to ensure desires of the local users are con- <br />sidered in the proposed weather rro:lification operation. 'lJ1e Board <br />is made up of one representative fran each of the thirteen partici- <br />pating counties, and the d1ainnan of the Board of Directors for the <br />Western Kansas Groundwater Managerrent District ltl. Mr. I:bnald <br />Kostecki of the Kansas Water Resources Board will serve as State <br />liaison to the Board; and Mr. RalItl Papania, the licensee, project <br />director, will be the technical advisor. <br /> <br />'Ihe policy board will rreet pericxlically during <br />the season as needed to assess the operations and determine future <br />p:llicies. 'Ihe m=rnbers will be resp:lnsible for keeping the Operations <br />Center advised of soil rroisture and crop conditions, as well as <br />seeding priority changes for their respective counties. <br /> <br />4.2 General Priorities & Schedule <br /> <br />Since the sarre organization and resources are used <br />to accanplish both rain augmentation and hail suppression, sare <br />general guidelines have been established by the Board. Priorities <br />will be adjusted by the Board as necessary, depending on soil rrois- <br />ture and crop vulnerability to hail di3ll'age. 'Ihe preliminary schedule <br />set by the Board is as follo,.'S: <br /> <br />1-15 April <br /> <br />Personnel and equitm=nt rrobilization, pilot <br />familiarization, equitm=nt checkout, confir- <br />mation of cr~ coordination, and operating <br />procedures. <br /> <br />15 April <br /> <br />Begin seeding orerations with primary emphasis <br />on rain augrrentation (RA) <br /> <br />15 May <br /> <br />First priority in hail suppression (HS) with <br />secondary priority to rain augrrentation <br /> <br />10 June <br /> <br />Discontinue rain augrrentation and give full <br />errq::hasis to hail suppression. <br />
