<br />DECISION AND PERMIT-Page Three <br /> <br />~8~1 <br /> <br />13. The project will not adversely affect another project, subject <br />to the terms and conditions of the permit. The recommendation of <br />the Weather Modification Advisory Committee supports this finding. <br /> <br />14. !he project is designed to minimize risk and maximize <br />scientific gains or economic benefits to the residents of the area <br />or the State of Colorado. The recommendation of the Weather <br />Modification Advisory Committee supports this finding. <br /> <br />PERMIT GRANTED <br /> <br />A Weather Modification Permit is hereby issued to the <br />Applicant, such Permit being applicable solely to the operation <br />described in the application dated August 28, 1981 as modified by <br />the TERMS AND CONDITIONS ~rescribed below. <br /> <br />TERMS AND CONDITIONS <br /> <br />The ~ermit herein granted is limited by and subject to the <br />following terms and conditions: <br /> <br />1. This permit shall he in force: November 1, 1981 until <br />March 31, 1981 for drainages around the Vail, Beaver Creek, Copper <br />Mountain, Keystone/Arapahoe and Winter Park ski areas and <br />December 1, 1981 until March 31, 1982 for the upper drainages of the <br />Blue., Colorado, Homestake, and South Platte Rivers. <br /> <br />2. Although no impacts from seeding are expected to occur in the <br />Leadville area, no generator shall be operated under conditions when <br />the plume might be expected to reach Leadville. <br /> <br />3. The project area to be seeded is hereby limited strictly to that <br />area set forth in the application as defined by the map submitted at <br />the public meeting October 21, 1981 (Exhibit A). The Applicant <br />shall strictly adhere to the project area. The applicant shall use <br />only those generators s~t forth on Attachment C. Generators shall <br />be operated only under wind conditions specified in Attachment D. <br />The Applicant shall provide the Executive Director a description of <br />the location of each generator, with reference to roads, buildings, <br />or other physical landmarks, and the name, mailing address, and <br />telephone number of each generator operator. Any change in location <br />or number of generators must be with the approval of the Executive <br />Director. <br /> <br />4. The selection of suitable cloud seeding systems for seeding <br />operations will be based on an evaluation of multiple meteorological <br />and ~loud physics parameters. Seeding criteria will be adhered to as <br />set forth in Attachment B. <br /> <br />5. To reduce likelihood of spring flooding from increased snowmelt <br />from snow developed by cloud seeding the Applicant shall suspend <br />seeding operations when one or more of the following occurrences <br />take place: <br /> <br />a. When the snowpack reaches 150% of November, December, <br />or January snowpack average during the months of <br />November, December, or January respectively <br /> <br />b. When the snowpack reaches 140% of February snowpack <br />average during the month of February <br /> <br />c. When the snowpack reaches 135% of March snowpack <br />average during the month of March <br /> <br />The above suspension levels were approved by the State <br />Weather Modification Advisory Committee. <br /> <br />Page Three <br />
