RECOMMENDATIONS

The Hearing Officer recommends that the Applicant's application for a
Permit for weather modification activities be issued subject to:

1) The Director's satisfaction of proof of publication of the notice
of intent to modify weather in Gunnison, San Juan, Costilla, Hinsdale,
Mineral and Rio Grande counties (see paragraph 8, supra);

2) The Director's satisfaction of the Licensed Operator's proof of
financial responsibility (see paragraph 4, supra); and

3) The modification of the Permit Application to include the committee
of citizens (see paragraphs 16 and 17) and the operational considerations
set forth in paragraph 16. The Hearing Officer would further recommend that
,a representative from the upper Rio Grande area be named to,the committee
of citizens and would specifically suggest that Mr. Glen Hinshaw,of Crede,
Colorado be asked to fill that position based upon his very substantial
and objective knowledge, experience and interest, as evidenced at the hearing
of this matter.
