<br />RECOMMENDATIONS <br /> <br />The Hearing Officer recommends that the Applicant's application for a <br />Permit for weather modification activities be issued subject to: <br /> <br />1) The Director's satisfaction of proof of publication of the notice <br />of intent to modify weather in Gunnison, San Juan, Costilla, Hinsdale, <br />Mineral and Rio Grande counties (see paragraph 8, supra); <br /> <br />2) The Director's satisfaction of the Licensed Operator's proof of <br />financial responsibility (see paragraph 4, supra); and <br /> <br />3) The modification of the Permit Application to include the committee <br />of citizens (see paragraphs 16 and 17) and the operational considerations <br />set forth in paragraph 16. The Hearing Officer would further recommend that <br />,a representative from the upper Rio Grande area be named to,the committee <br />of citizens and would specifically suggest that Mr. Glen Hinshaw,of Crede, <br />Colorado be asked to fill that position based upon his very substantial <br />and objective knowledge, experience and interest, as evidenced at the hearing <br />of this matter. <br /> <br />December 22, 1975 <br /> <br /> <br />-~ <br />
