Factors indicating that the proposed project can reasonably be expected to <br /> <br /> <br />benefit the people of the area in which the operation will be conducted or the <br /> <br /> <br />people of the State of Colorado generally: <br /> <br />Reasonable incteases in snowpack and runoff water have a beneficial effect for <br /> <br /> <br />the communities, area and region that realize the additional snowpack increase <br /> <br /> <br />and augmented water supply through improved prospects for winter and summer <br /> <br /> <br />recreation, agriculture, home use, grazing and timber production. <br /> <br />Communities adjacent to ski areas provide employees, lodging and a multitude of <br /> <br /> <br />local and support services to the nearby ski resort. Any economic increase <br /> <br /> <br />for the ski resort, improved snowpack for greater recreational enjoyment, <br /> <br /> <br />adds a greater econqmic base for the total community. Increased revenues for a <br /> <br /> <br />business generally reflects itself in greater expenditures for more employees, <br /> <br /> <br />and the purchase of more local services and goods. With our current local, <br /> <br /> <br />county, and state sales tax systems, these increased expenditures result in <br /> <br /> <br />greater tax revenues being generated at all levels to maintain or improve all <br /> <br />the tax-based services or facilities to the region. <br /> <br />People living in a region benefited by a winter water augmentation project will <br />realize improved water supplies for agriculture or home use. Augmented water <br />from operational weather modification programs ususally cost less that $3.00 <br />per acre foot while other water supplies generally cost around $50.00 to $100.00 <br />or more per acre foot when additional water supplies need to be acquired. <br />Consequently tax payers are saved considerable revenue when opting for augmented <br />water supplies through weather modification. Also, see appendix to question <br />No. 11. <br /> <br />The augmented water supplies also provide additional stream flow to meet down <br /> <br /> <br />stream water commitments established through the State's various River Compacts. <br /> <br />-15- <br />
