and provide storage space. The current facility will be used solely for
crew quarters.

Contractor personnel shall operate facilities on the Grand Mesa on a
24-hour-per-day, 6-day-per-week basis whenever the possibility of con-
ditions suitable for study exist. However, on occasion at the discre-
tion of the Bureau site Director, personnel may be used at other
locations as needed. Sunday is to be fixed off day. Living conditions
are somewhat primitive. For example, the GMO living quarters will con-
sist of two bedrooms equipped with queensized beds, a dining area, small
kitchen with propane stove and refrigerator, a small reading/TV room,
and a bathroom. Sanitary facilities in the bathroom consists of a che-
mical toilet. There is no running water. Drinking water and supplies
must be transported to the site by snowmobile in the winter, and water
for dishwashing, etc., is available by melting snow. The unit is
heated by a propane-fired forced air furnace. Communication with the
site is by radio from the Montrose Office. Contractor personnel using
the facility shall be responsible for cleaning and maintenance.

Additional field facilities may be added as required during the contract
period. Contractor personnel shall perform facility development, reno-
vation, and maintenance tasks.

Transportation of field personnel shall be furnished by the Contractor.
It is estimated that two four-wheeled drive trucks will be required -
one full time, and one additional for a 6-month period centered on the
intensive winter field period.

The Contractor shall provide two oversnow vehicles and a trailer to
transport the vehicles. These should be designed for travel in deep
powdered snow; for example, the Bureau routinely uses dual-track snow
mobiles.

C-3.2 SPECIFIC REQUIREMENTS
C-3.2.1 CLOUD SEEDING OPERATIONS

The Contractor shall' obtain all necessary permits, licenses, and
insurance to conduct seeding experiments on the Grand Mesa of western
Colorado. Information regarding Colorado requirements can be obtained
from: Colorado Department of Natural Resources, Attn. Ms. Barbara
Wells, Weather Modification Licensing Bureau, 1313 Sherman Street,
Denver CO 80203, Telephone (303) 866-3311. During FY85 it is antici-
pated that cloud seeding agents will be dispersed approximately
200 hours. About one-half of the dispensing time will be during clear
or high cloud weather conditions for the purposes of seeding equipment
testing and conducting plume transport and dispersion studies, using an
instrumented aircraft. No seeding effects are anticipated during these
periods. The remaining dispersing time will be during storm or near
storm conditions. These seeding efforts will be conducted as part of a
series of experiments aimed at directly detecting the physical changes
caused by particular modes of seeding. Storms to be studied will range

C-3
