<br />'~ '. <br /> <br />(c) Perform analyses relevant to the key areas of uncertainty con- <br />cerning development and application of cloud seeding technology to the <br />Colorado River Basin using all, or portions of, the CRADP data base. <br /> <br />C-3 SCOPE OF WORK <br />C-3.1 GENERAL <br /> <br />The Contractor shall furni sh the necessary nonpersona I servi ces, <br />supplies, material and equipment, support services, and transport <br />vehicles required to: (1) operate and maintain a variety of meteorolo- <br />gical data collection instruments, cloud seeding devices employing both <br />heterogeneous and homogeneous nucleation and field facilities; <br />(2) provide license, permits, and suspension criteria required to con- <br />duct cloud seeding experiments; (3) assist in the development and <br />testing of new instrument systems; and (4) perform analyses of the <br />coli ected data. <br /> <br />"The Contractor shall provide a field meteorologist available 12 months <br />per year stationed in Montrose, Colorado. This individual shall head <br />the Contractor's field team. The Contractor shall also provide two <br />field technicians, one available each year for the period October <br />through March (6 months) and one available for the period August through <br />April (9 months) duri ng the term of the contract". <br /> <br />"Contractor's personnel shall be in very good physical health, capable <br />of regularly performing arduous outdoor work in a winter environment at <br />an altitude of 11,000 feet. They shall be required to pass a complete <br />physical examination that certifies their physical condition. They <br />shall complete 16 hours of winter survival training prior to January 1, <br />1985. Contractor's personnel shall be experienced in use and main- <br />tenance of 4-wheel drive and oversnow vehicles and shall be capable <br />of routinely working alone at remote sites for 3-day shifts. <br /> <br />The Bureau maintains office, computer, shop, and warehouse facilities in <br />Montrose, Colorado, to support CRADP field operations. Office, work <br />space, and computer facilities will be provided for Contractor personnel <br />at this facility. <br /> <br />Fixed field facilities presently consist of an observatory and a radar <br />located on top of Grand Mesa. The skywater radar is contained in a <br />trailer located several miles west of Highway 65. The site is <br />accessible by road during the summer and fall but must be reached by <br />snowmobile otherwise. It will have rudimentary living accommodations. <br /> <br />The GMO (Grand Mesa Observatory) is accessible by dirt road in the <br />nons now season, but only by snowmobile, snowshoes, or skiis during the <br />winter. Permanent snow may start accumulating as early as October. The <br />facility currently consists of a single trailer which houses instruments <br />and provides rUdimentary living accommodations. Present plans call for <br />the addition of a second trailer during the summer of 1984. The addi- <br />tional unit will be used to house instruments, data recording equipment, <br /> <br />C-2 <br />
