<br />. . <br /> <br />G-l CONTRACTUAL RELATIONSHIPS <br /> <br />(a) The Government will furnish to the Contractor the name of the COTR <br />to act in all technical matters during the term of the contract. The <br />COTR's responsibilities are as stated below. <br /> <br />(b) The Contractor is cautioned that only the Contracting Officer can <br />authorize changes in the scope of the work as defined in Section I, <br />contract clause 1-1.1. <br /> <br />G-2 TECHNICAL DIRECTION/DESCRIPTION OF CONTRACTING OFFICER'S TECHNICAL <br />REPRESENTATIVE <br /> <br />The scope of the COTR's authority in accordance with Section I, contract <br />clause 1-1.3 shall be: <br /> <br />(a) Familiarization with the terms and conditions of the contract. <br /> <br />(b) Assurance of compliance with the provisions of the contract and <br />remain cognizant of the Contractor's technical efforts and progress. <br /> <br />(c) Reviewing Contractor's progress reporting to determine if there has <br />been technical and/or physical progress commensurate with the level of <br />expenditures, and to certify for payment or reject for cause, requests <br />for progress payments, if applicable. <br /> <br />(d) Discuss modifications with the Contractor, subject to the COTR's <br />limitations of authority, and make recommendations to the Contracting <br />Officer regarding proposed modifications to the contract. <br /> <br />The limitations of the CDTR's authority, in accordance with Department <br />of the Interior Acquisition Regulation System part 1401.670-3, are: <br /> <br />(a) The COTR is not empowerd to award, agree to, or execute any <br />contract or modification thereto or in any way obligate the payment of <br />money by the Government. <br /> <br />(b) The COTR may not order changes in the scope of the contract, make <br />final decisions on-any matter which would be subject to appeal under the <br />disputes clause of the contract, or terminate for any cause the <br />Contractor's right to proceed. <br /> <br />The appointment shall remain in effect for the life of the contract <br />unless: <br /> <br />(a) The appointment is terminated in writing by the Contracting Officer <br />or by his successor Contracting Officer. <br /> <br />(b) The individual is reassigned. <br /> <br />(e) The individual's employment with the Government is terminated. <br /> <br />G-l <br />
