<br />" <br /> <br />7. The permittee shall not undertake, or shall suspend, seeding operations if: <br /> <br />A: The National Weather Service forecasts unusually heavy precipitation that could <br />contribute to avalanches or unusually severe weather conditions in the target area, <br /> <br />B. The Colorado Avalanche Information Center issues an avalanche forecast warning <br />for avalanche paths located in the target area, or <br /> <br />C. The Director orders suspension of seeding for any reason. <br /> <br />8. Although no significant impacts from seeding are expected to occur in Rocky Mountain <br />National Park, generator operations shall be carefully controlled to avoid artificial increases <br />in snowfall in the park. The permittee and the project sponsor, in cooperation with the <br />National Park Service, shall develop a continuing monitoring program to detect and <br />evaluate any downwind impacts. The monitoring program shall include, as a minimum, <br />the following elements: <br /> <br />A: the establishment of a control area that lies within the same weather patterns as the <br />target area, but is unaffected by the cloUd seeding operation, <br /> <br />B. monitoring of precipitation changes within the park, either through snowpack or <br />stream flow measurements, and <br /> <br />C. routine reporting to the National Park Service. <br /> <br />Following the first year of operation, but no later than 30 days prior to the beginning of the <br />second year of actual cloud seeding operations, the applicant shall propose for <br />consideration by the Director a methodology for incorporating specific long term <br />snowcourse recording stations in downwind areas into the suspension criteria. <br /> <br />9. The pennittee shall inform and consult with the Colorado Avalanche Information Center <br />and the appropriate Colorado State Highway Patrol District Office prior to commencing <br />seeding operations each year. <br /> <br />10. The permittee shall prepare and maintain the following written records and reports: <br /> <br />A. A daily record of operations, which includes at a minimum the information required <br />by Form WM3 (copy attached), documentation of meteorological conditions during <br />operations for later evaluation by others, and information on which seed/no seed <br />decisions are based, shall be maintained by the pennittee at its offices. <br /> <br />3 <br />
