The nature of the proposed program is to undertake a commercial and scientific <br />weather modification program within the project area to provide beneficial <br />additional water supplies for recreationa4 agricultural, municipal and other <br />uses. <br /> <br />4. The Applicant has demonstrated that the persons in control of the project <br />received valid weather modification licenses on February 17, 19"77, and <br />those persons are Dr. Larry G. Davis and Ralph Papania Jr. Dr. Lewis O. Grant <br />and J. Owen Rhea were issued weather modification licenses on November 15. 1977. <br /> <br />5. The applicable permit fee is $5,615.56. <br /> <br />6. The Applicant has furnished proof of financial responsibility. <br /> <br />7. The Applicant has submitted an operation plan for the proposed project which <br />plan meets the requirements of C.R.S. 1973, 36-20-112 (1) (d) and ~hich is <br />incorporated into these findings by reference. <br /> <br />8. The Applicant issued a Notice of Intent to modify the weather pursuant to <br />the above said hearing in conformance with C.R.S. 1973 36-20-112 (1) (e). <br /> <br />9. Said Notice of Intent was circulated to County Commissioners and newspapers <br />in the following manner: <br /> <br />a. Notice of Intent and Permit applications were on file in the office of <br />County Commissioners in at least five locations well distributed within <br />the affected area. A listing of offices is available in the office of <br />f the Executive Director, Department of Natural Resources. 1313 Sherman <br />St., #718, Denver, Colorado 80203. <br /> <br />b. Notice of permit application and the scheduled hearings was circulated <br />and published in newspapers in 23 counties. A listing of newspapers <br />is available in the Office of the Executive Director.. Department of <br />Natural Resources. <br /> <br />10. The Applicant has met the requirements. of the. Weather Modification Act <br />regarding publication. <br /> <br />11. The project is conceived and offers promise of providing economic benefit to <br />the area in which the operation will be rconducted. The recommendation <br />of the Weather Modification Advisory .Committee supports this finding. <br /> <br />12. The project is reasonably expected to benefit people in the area and benefit. <br />the people of the State of Colorado. The recommendation of the Weather <br />Modification Advisory Committee supports this finding. <br /> <br />13. The project is scientifically and technically feasible. The recommendation <br />of the Weather Modification Advisory Committee supports this finding. <br /> <br />14. The project does not involve a high degree of risk of substantial harm to <br />land, people, health, safety, property, or the environment. The recommenda- <br />tion of the Weather Modification Adivsory Committee supports this finding. <br /> <br />15. The project, subject to the terms and conditions of the permit, is designed <br />to include adequate safeguards to prevent substantial harm to land, people, <br />health, safety, property, or the environment. The recommendation of the <br />Weather Modification Advisory Committee supports this finding.. <br /> <br />16. The project will not adversely affect anot~ ~oject. subject to the terms <br />and conditions of the permit.
