<br />1) the Director of the Colorado Water Conservation Board or his <br />designee, <br /> <br />2) the county commissions of the Colorado counties in the fly over area, <br /> <br />b. A detailed daily log of operations, which includes the information required <br />by Form WM3, information on which seed/no seed decision are based, and <br />information utilized in making suspension decisions, shall be maintained by <br />the permittee at its offices. <br /> <br />c. An armual operational report and an armual project evaluation shall be filed <br />by December 1 of each year for the preceding summer's operations. A final <br />operational report and a preliminary scientific evaluation of the entire project <br />shall be filed no later than thirty days after the completion of the entire <br />project. A final complete scientific evaluation of the entire project shall be <br />filed no later than 180 days after the completion of the entire proj ect. All <br />such reports shall be public records subject to the provisions and limitations <br />of part of article 72 of title 24, C.R.S. <br /> <br />9. The permittee shall: <br /> <br />a. In addition to the required bi-weekly report, notify the Director or his <br />designee by FAX or telephone of the location, time, and rate of seeding in the <br />State of Colorado within 48 hours, <br /> <br />b. Refrain from indiscriminate seeding activities or overseeding, which may be <br />grounds for revocation of this permit, <br /> <br />c. Send copies of the "Weekly Newsletter" to the county commissions of the <br />Colorado counties in the fly over area, and <br /> <br />d. Cooperate with the State of Colorado to establish a rain gage network in <br />Colorado to monitor precipation in the fly over area. <br /> <br />10. The State reserves the right to examine and audit the daily logs, books, and records <br />of the permittee concerning the project which is the subject of this permit for a period <br />of five years after the termination date of this permit. <br /> <br />11. The permittee shall be responsible for obtaining all permits, licenses, or other <br />approvals, and for filing all notices or reports, required by federal, state, or local laws <br />in addition to this permit. <br /> <br />3 <br />
