The formal permit (permit # 2003-01) was also <br />approved by the Colorado Department of Natural Resources on February 3'd. This <br />permit is valid for a five year period (i.e. through April 15, 2007). This permit authorizes <br />NA WC to conduct winter (Nov. 15 - Apr.l5) cloud seeding operations using 18-20 silver <br />iodide cloud seeding generators to target the higher elevations (i.e. >9000' msl) of <br />Gunnison County. Seeding operations shall not be undertaken, or shall be suspended, if: <br /> <br />A. The National Weather Service forecasts a storm to produce unusually heavy <br />precipitation that could contribute to avalanches or unusually severe weather conditions <br />in the project area. <br /> <br />B. The Colorado Avalanche Center issues an avalanche forecast warning for avalanche <br />areas located in the target areas, or <br /> <br />C. The Director of the Colorado Water Conservation Board or the project sponsors order <br />suspension of seeding for any reason. <br /> <br />In addition. seeding is to be suspended at any time the snowpack water equivalents at <br />selected target SNOTEL sites exceed: 175% of average on Dec. 1st, 175% of average on <br />Jan. 1st, 160% of average on Feb. 1st, 150% of average on Mar. 1st and 140% of average <br />on Apr. 1st. <br /> <br />NA WC installed 18 could seeding generators for this first seeded season. Figure <br />3.1 shows their locations. Table 3-1 lists the names, latitude and longitude and elevation <br />information for these sites. The sites were placed at locations similar to those proposed <br />in the feasibility/design study (compare Fig. 2.11 with Fig. 3.1). <br /> <br />31 <br />
