The project was declared operational on February 1st, and the first seeding operations occurred on February 3'd. The formal permit (permit # 2003-01) was also approved by the Colorado Department of Natural Resources on February 3'd. This permit is valid for a five year period (i.e. through April 15, 2007). This permit authorizes NA WC to conduct winter (Nov. 15 - Apr.l5) cloud seeding operations using 18-20 silver iodide cloud seeding generators to target the higher elevations (i.e. >9000' msl) of Gunnison County. Seeding operations shall not be undertaken, or shall be suspended, if: A. The National Weather Service forecasts a storm to produce unusually heavy precipitation that could contribute to avalanches or unusually severe weather conditions in the project area. B. The Colorado Avalanche Center issues an avalanche forecast warning for avalanche areas located in the target areas, or C. The Director of the Colorado Water Conservation Board or the project sponsors order suspension of seeding for any reason. In addition. seeding is to be suspended at any time the snowpack water equivalents at selected target SNOTEL sites exceed: 175% of average on Dec. 1st, 175% of average on Jan. 1st, 160% of average on Feb. 1st, 150% of average on Mar. 1st and 140% of average on Apr. 1st. NA WC installed 18 could seeding generators for this first seeded season. Figure 3.1 shows their locations. Table 3-1 lists the names, latitude and longitude and elevation information for these sites. The sites were placed at locations similar to those proposed in the feasibility/design study (compare Fig. 2.11 with Fig. 3.1). 31
