This application included a detailed operations <br />plan and was submitted to the State on December 5, 2002. Part of the permitting process <br />required that a Notice of Intent be published in the target county plus any counties that <br />surrounded the target county. The notice was to be published during two consecutive <br />weeks, and a date for a public hearing was to be given in the second notice. The notice of <br />intent was published in nine different counties during December. A copy of the notice is <br />provided in Appendix A. <br /> <br />There were a number of sponsors of the cloud seeding project, including: City of <br />Gunnison, Crested Butte Mountain Resort, Crested Butte South Metropolitan District, <br />Dos Rios Water System, Gunnison County, Gunnison County Stockgrowers, Scenic <br />River Tours, Town of Crested Butte and Upper Gunnison River Water Conservancy <br />District. <br /> <br />The Colorado Water Conservation Board (Board) conducted a public hearing on <br />the permit application in Gunnison on December 18, 2002. Approximately 30 people <br />attended this hearing. Most were in favor of the proj ect. A request from the Cattle <br />Growers Association would later impact the wording of the permit that was'granted by <br />the State. This request was for the proj ect start date and end dates to be later and earlier <br />than requested. The start date was requested to be November 15th (instead of November <br />I st) and the end date was requested to be April I 5th (instead of April 30th). <br /> <br />The Executive Director of the Colorado Department of Natural Resources sent a <br />letter to NA WC dated January 2, 2003, indicating that the permit would be approved and <br />provided approval to start making preparations for weather modification operations. <br />NA WC personnel began working on the identification of potential cloud seeding <br />generator operators and the subsequent installation of propane tanks and cloud seeding <br />generators. The local residents that agreed to operate these generators were trained in <br />their operations during this installation phase. The Board gave authorization to NA WC <br /> <br />30 <br />
