The person in charge of the project for the district <br />will be Curtis D. Smith. who holds a valid Colorado <br />weather modification license for calendar year 1990. <br /> <br />4. The permit fee of $100.00 has been paid by check. <br /> <br />5. Proof of financial responsibility has been provided by <br />the applicant by means of a Certificate of Insurance <br />dated March 21, 1990, which evidences that the <br />applicant is covered by general liability insurance in <br />the amount of $1 million through United States Fire <br />Insurance Company. which company is licensed to do <br />business in Colorado. <br /> <br />6. Legal notice of intent to modify weather was <br />published on April 26 and May 3, 1990, in the <br />official newspapers of Baca. Cheyenne, Kiowa. and <br />Prowers Counties. <br /> <br />7. A pUblic hearing on the application was held on May 4, <br />1990. in Lamar. Colorado, this being not more than one <br />week fOllowing completion of the pUblication of legal <br />notice. <br /> <br />8. The application was mailed on April 9, 1990. to the <br />Weather Modification Advisory Committee for review. <br /> <br />9. The project target area is the area within Colorado <br />bounded on the north by the northern boundary of <br />Cheyenne County, on the east by the Colorado-Kansas <br />border. on the south by the Colorado-Oklahoma border, <br />and on the west by a line 10 statute miles west of and <br />parallel to the Colorado-Kansas border. <br /> <br />10. The project is intended to augment rainfall and <br />suppress hail in several counties in western Kansas <br />(the primary target area) in a manner that can be <br />reasonably expected to not harm Colorado. <br /> <br />11. Kansas does not prohibit weather control operations to <br />be carried on in that state for the benefit of Colorado <br />or its inhabitants. <br /> <br />12. The operational plan for the project submitted by the <br />applicant meets the requirements of section <br />36-20-ll2(1)(d), C.R.S. <br /> <br />13.
