Contract Encumbrance Number ; and <br /> <br />WHEREAS, required approval, clearance and coordination has been accomplished from and with appropriate <br />agencies; and <br /> <br />WHEREAS, "pursuant to House Bill No. 1722, 52nd General Assembly, <br />duly enacted into law, there was appropriated to the Colorado Water <br />Conservation Board the sum of $350,000 to conduct and evaluate a <br />weather modification program during the winter of 1977-1978, with the <br />provision that the appropriated amount could not be expended unless <br />an additional amount equal to at least one-half of the appropriated <br />amount was provided from other sources; and <br /> <br />WHEREAS, the United States Bureau of Reclamation has allocated <br />to the Colorado Water Conservation Board the sum of $600,000 from <br />federal funds to assist in carrying on a weather modification program <br />as a drought relief measure; and <br /> <br />WHEREAS, the Contractor'is an experienced weather modification <br />firm and has the equipment and personnel necessary to carry on a <br />weather modification program and has made a proposal to the State to <br />conduct a weather modification program in a portion of the State of <br />Colorado during the period November 1, 1977, through April 30, 1978, <br />a copy of which proposal dated October 6, 1977 is attached hereto and <br />incorporated by reference as a part of this contract; <br /> <br />NOW THEREFORE, it is hereby agreed that: <br /> <br />1G The objective of the program is to increase the snowpack in <br />a portion of the mountain areas of the State of Colorado, which portion <br />is generally described as those mountain areas of the State lying south <br />of an east-west line extending from Rifle to Littleton, but more par- <br />ticularly described in the proposal attached hereto and made a part of <br />this contract. <br /> <br />2. The Contractor shall conduct cloud seeding operations through <br />the employment of not less than eighty (80) manually operated ground <br />based cloud nuclei generators. <br /> <br />3. The Contractor shall maintain a weather forecast and operation <br />center at Durango, Colorado, and will monitor on a continuous basis <br />the weather patterns over Colorado and the western United States during <br />the period November 1, 1977 through April 30, 1978, for the purpose of <br />determiDing if particular weather events are suitable for precipitation <br />augmentation by cloud seeding in accordance with the operational criteria <br />stated in paragraphs C and D of the attached proposal. In addition to <br />providing for the control of the weather modification activities to be <br />carried on by the Contractor', the Contractor shall also provide weather <br />information and direction for the weather modification activities to <br />be carried on in the northern sector of the State by Colorado Inter- <br />national Corporation. Pursuant to this responsibility, it shall be <br />the function of the Contractor to establish appropriate communication <br />and liaison with Colorado International Corporation to the end that <br />completely unified and coordinated weather modification activities can <br />be carried on as a joint responsibility of the Contractor and Colorado <br />International Corporation.
