4. Description of heM the proiect will be ~lenented
and carried out

a. Seedability Forecasts

Each day weather forecasts will be prepared by
~. At 0930 each day the Forecast Office will transmit via teleoopier
the general weather patterns, the area 5'....rl"hility forecast and wiOO
flCM patterns. Upon receipt of the general data, a noming telernoDa
anferenoe will be held with the Forecast Office and the Boulder COntrol
Center to pin Cbwn the potential seeding tiJre and storm II'OValleI1ts. When
applicable, plans for seeding (or withhOlding seeding operations) will
be finalized after coordinating with the special research requirements
of CSU. Fran this weather and seedability sunmary the erc seeding
director will issue generator "ON", "OFF", and "RATE" instructions for
individual locations.

If seedable clou:l oondi tions are predicted, erc
will determine the ground generators IIDSt suitable for operation based
on wiOO flcM, stability (dispersion), and cloud ~ture range that
willllDSt effectively target the watersheds in the project area.

~ators selecrF><i fnr <1pPr"t-i nn wi 11 be t.urned
on approximately bIo hours pnor to the anse clolrls, and
turn . y hours prior to the end of the seeda!;>le
~~0C1. Se-~~hility Criteria

The prq:>osed criteria for selecting suitable
cloud gystans for seeding will be based on an evaluation of multiple
neteorological paraneters. Every weather system will be examined for
seeding potential. Based on the major criteria listed below, 5'~;'lg
will be oonducted when:oonditions are determined to be favorable for
sllClWpack augmentation.

Stable Clouds

Moderate or heavy water exmtent
Cloud base height less than 2000' above the
rrean barrier height
o 0
Clou:l top temperature between -10 C and -27 C
wind speed and direction such that the preci-,
pitation particles ~d be expected to fall '
at or Daar the crest of the targeted nountain
barrier .
