Reasonable increases in s~ck and the subsequent runoff will have <br />a beneficial influence on th~ cx::mnuni.ties in the project area in <br />tems of local water sUWlies and recreationai activities. Benefit <br />fran the runoff will be derived fran agricultural cx::mnuni.ties in the <br />region and those dcMnstream in the northeastern part of the State. <br /> <br />11. '!he operations plans have been reviewed by scientific representatives <br />fran Colorado State Universig, National Center for AtrrDsIi1eric <br />Research and the Bureau of Reclarration. '!he technology and procedures <br />to be used are closely tied to those used in previous research projects <br />which have scientifically verified the seeding conditions and <br />procedures. <br /> <br />12. Colorado State University has been actively researching weather 1IDdi.- <br />fication potential fran orograFhic clou::ls for a nurrber of years. For <br />the past three years they have been designing an experirrent to test <br />the extent of the area affected by seeding. '!his design is l'lCM at the <br />stage where it requires validation of sore portions of the design. It <br />is in the interest of the State to allow for the resolution of <br />critical parts of the design as a basis for preparing for future weather <br />IIDdi.fication operations. '!he experirrent itself would be of value to the <br />State for evaluating the reality and extent of dcMrw.ind effects. In <br />addition it would be of value in assessing the favorable or adverse <br />effects to Colorado fran cloud seec1ing in utah. <br /> <br />16. '!he project operating proceedures, Section 8, are designed to cptimize <br />the cloud seeding under cloud coOOitions which are IlOst suitable and <br />thus increase snowpack over the region for the reduction -in =ent <br />drought conditions. '!hese procedures are based on many years of <br />scientific stOOies and are inplemented by a finn with over eight years <br />of field operating experience. ' <br /> <br />'!he rrr:mitoring procedures and cx:mnunication network given in 8-E will <br />allow for minimizing arrj envirom-ent or public prd:>lems which might <br />develop. <br />
