HEARING OFFICER SJAASTAD: This hearing will come

to order. This hearing involves the matter of the applica-

tion of Western Weather Consultants for a permit to modify

8

the weather on behalf of Southwestern Water Conversation

9

District, Rio Grande Water Conversation District, and Four

10

Corners Regional Commission.

It's approximately 9:00 a.m. on 6 December 1976.

We are in the south room of the County Extension Building,

La Plata County Fairgrounds, Durango, Colorado.

appointed Hearing Officer for the Executive Directo~of the

Department of Natural Resources. We have with us tOday also

four members of the Weather Modification Advisory Committee

Mr. John Woodard of Villa Grove, Colorado; and immediately to
