What I have understood you to say about the <br /> <br />IS downwind effect is this: that in the pilot project there <br /> <br />18 were certain weather conditions that for which downwind <br /> <br />11 <br /> <br />effects were found. There were other conditions during the <br /> <br />18 <br /> <br />Pilot project where downwind effects were not observed. <br /> <br />19 <br /> <br />Now, as I understand you, you are saying that the <br /> <br />20 <br /> <br />conditions found in the Pilot Project to produce downwind <br /> <br />21 <br /> <br />effects are being eliminated from your program. <br /> <br />22 <br /> <br />MR.
