In the newsletter last week all the
counties participating in the WKWM target area since 1975 were
named except, inadvertently, Greeley. Like all counties joined to
the WKWM target area, Greeley County is very important to this,
program. Sir.ce it is one of the few full county areas which have
been a part of the WKWM program since its inception, along with
Lane, Finney, Haskell, and Kearny, the data pertaining to hail and
rainfall coming from these counties are called "target county" data
and, therefor'e, can be compared, statistically, to non-target
C'lolmty data, called "control county" data. The "control counties
surrounding the target counties include some in Colorado and others
in Northwest Kansas. Care must be taken to see that control
counties aren't immediately downwind of target area counties;
hence, ~hose bordering the target area counties need to be excluded
from the control gro~p.

FOR THE PERIOD MAY 7 - MAY 14, 1994

Currently, an evaluation of the WKWM Program is underway by
the Kansas Water Office, by a Dr. Darrel Eklund. It is expected to
be completed by July 1st. The evaluation period, however, will be
from 1979 to 1993 so as to eliminate any possibility of
"contamination" in Northwest Kansas due to overlapping weather
modification research performed there within a gO-mile radius of
Goodland prior to 1979. In this new evaluation, Ford County has
been added to the list of "target counties" since it has
participated continJ;Ously during this period of evaluation. The
hail evaluation will use insurance hail crop-loss data; the
rainfall evaluation will use official rainfall reports from first
and second-order National Weather Service sites.

On another note, tnis Beason we upgraded our computer
equipment and weather data gathering capability so we can produce
our own weather charts and other forms of weather analysis. We now
buy weather data from a commercial company salling such information
and use other data freely available to pilots by computer. Total
incurred costs of the computer and weather data will be largely
offset this year by not having to purchase limited data which was
faxed to us as done the past several years. The quality of weather
information has improved because we are able to "massage" the data
in many ways which was previou, sly impossible. The relatively
inexpensive service from DTN is in now place and will be tested
this week. It is expected to give us frequent updates of NEXRAD
radar coverage from the National Weather Service. During severe
storm periods this should combat any losses of radar coverage due
to radar attenuation (blockage) problems, such as what was
experienced last June 18th---the single worst hail damage day since
the WKWM ProgrtW began.
