<br />. '~. <br /> <br />l4. As stipulated in the Operations Plan the weather and seeding will be <br /> <br />monitored continuously by CSU. No seeding operations will be conducted <br /> <br />during flood periods, severe storms or if avalanche danger is high. <br /> <br />The Licensed Operator has access to and will coordinate with other agencies <br /> <br />-*- <br />CA IL <br /> <br />such as the National Weather Service and the U.S. Forest Service, on <br /> <br />the observations and forecast of specific conditions which may be <br /> <br />hazardous. No seeding which might increase snowfall will be done when- <br /> <br />,- ---- <br /> <br />ever snowpack measurements indicate a water content of l50% of normal <br /> <br />is present. Also see suspension criteria, paragraph 8d of the Operations <br /> <br />Plan. <br /> <br />l5. Western Weather Consultants (WWC) of Durango has submitted a request to <br /> <br />seed areas south and east of the arta described in this document. IVWC <br /> <br />will concentrate its efforts in the Vail-Beaver Creek region. None of <br /> <br />this area is within our area of influence. However, CSU has agreed <br /> <br />with WWC (26 September 1984 phone call) to provide a cooperative effort <br /> <br />between operational seeding and desired research operations. Based on <br /> <br />past experience with WWC, no problems are anticipated in coordinating <br /> <br />the operations of the two projects. <br /> <br />16. Seeding in this research program will be on such a small scale that <br /> <br />.~-- ---~ <br /> <br />the risk of damage to land, people and the environment are very low. <br /> <br />Proposed actions for keeping the risks at an absolute minimum are <br /> <br />discussed in suspension criteria of the project Operations Plan. <br /> <br />The acientific worth of the proposed research is enhanced by the <br /> <br />planned collection of cloud, precipitation and seeding data. The <br /> <br />ensuing research analysis will be of value not only to this program, <br /> <br />but to other researchers who have a need for such data. It will also <br /> <br />be available and useful to parties that have concerns about adverse <br /> <br />effects that might result from weather modification. <br />
