Said Notice of Intent was circul~ted to County Commissioners and <br />newspapers. in the following mann~r: <br /> <br />a. Said Notice of Intent was provided through publication on March 2, <br />1978 in the Colorado Springs Gazette Telegraph and one subsequent <br />publication thereafter. <br /> <br />8. The Applicant has met the requirements of the Weather Modification Act <br />regarding publication. <br /> <br />9. The project is reasonably expected to benefit people in the area and <br />benefit the people of the State of Colorado because of the research <br />and scientific knowledge which will be available. The recommendation <br />of members of the Weather Modification Advisory Committee supports <br />this finding (Dr. Peter Summers, Dr. Archie Kahan and Professor Lewis <br />Grant) . <br /> <br />10. The project does not involve a high degree of risk of substantial harm <br />to land, people, health, safety, property, or the environment. The <br />recommendation of the above members of the Weather Modification <br />Advisory Committee supports this finding. <br /> <br />11. The project, subject to the terms and conditions of the permit, is <br />designed to include adequate safeguards to prevent substantial harm <br />to land, people, health, safety, property or the environment. The <br />recommendation of the above members of the Weather Modification <br />Advisory Committee supports this finding. <br /> <br />12. The project will not adversely affect another project, subject to the <br />terms and conditions of the permit. The recommendation of the above <br />members of the Weather Modification Advisory Committee supports this <br />finding. <br /> <br />13. The project is designed to minimize risk and maximize scientif~c <br />gains or economic benefits to the residents of the area or the State <br />of Colorado. The recommendation of the above members of the Weather <br />Modification Advisory Committee supports this finding. <br /> <br />PERMI T GRANTED <br /> <br />A Weather Modification Permit is hereby issued to the Applicant, such <br />Permit being applicable solely to the operation described in application <br />of February 14, 1978, as modified by the TERMS AND CONDITIONS prescribed <br />below. <br /> <br />TERMS AND CONDITIONS <br /> <br />The permit herein granted is limited by and subject to the following <br />terms and conditions: <br /> <br />1. This permit shall be in force from March 15, 1978 until April 15, 1978. <br /> <br />2. The project area to be seeded is hereby limited strictly to that area <br />set forth in the application as defined by the attached map referenced <br />as Exhibit A. The Applicant shall strictly adhere to the project area. <br /> <br />3. The Applicant shall conduct research experiments in strict compliance <br />with the operational description set forth in the application. <br /> <br />4. The Applicant shall not use more than four flares during the course <br />of any given flight and ~~h flare ~'shall not release more than 285 <br />grams of silver iodide. <br />
