WILLIAM BULLOCK DBA AlRO, INC. ) <br />FOR A PERMIT TO CONDUCT RESEARCH AND) <br />SCIENTIFIC WEATHER MODIFICATION ) <br />OPERATIONS. ) <br /> <br />DECISION AND PERMIT <br /> <br />This matter came on for public hearing on March 13, 1978 before <br />Harris D. Sherman, Executive Director, Colorado Department of Natural <br />Resources, at .3:30 p.m., Office of the County Commissioners, El Paso County, <br />Colorado Springs, Colorado. The proceedings were recorded by electronic <br />recording equipment and are available for review or transcription upon <br />request. <br /> <br />The Director was assisted at the hearing by Mr. Ted Schubert of <br />the Weather Modification Advisory Committee. <br /> <br />The Applicant called Mr. Andrew Detweiler as a witness in his <br /> <br />behalf. <br /> <br />Comment was offered by other persons in attendance at the hearing. <br /> <br />FINDINGS OF FACT <br /> <br />1. The Findings of Fact were predicated upon the careful review and <br />consideration of the following: <br /> <br />a. The original Application for Permit for Weather Modification <br />Activities, Form WM2, dated February 14, 1978, with an attached <br />map. <br /> <br />, , <br /> <br />b. A tape recording of the hearings conducted in Colorado Springs <br />on March 13, 1978. <br /> <br />c. AdVice, comments and recommendations of members of the Weather <br />Modification Advisory Committee tendered to the Executive <br />Director before and after March 13, 1978) as well as comments <br />subsequent to that date. <br /> <br />d. Weather Modification Act of 1972, Article 20, Title 36, C.R.S. <br />1973. <br /> <br />2. The nature of the proposed program is to undertake research and <br />scientific evidence within the project area to determine <br />the feasibility of establishing cloud cover through the flaring <br />of silver iodide under clear air (absence of clouds) conditions. <br /> <br />3. The Applicant has demonstrated that he is in control of the project <br />and that he has been awarded a valid weather modification license. <br /> <br />4. The applicable permit fee is $100.00. <br /> <br />5. The Applicant has submitted an operation plan for the proposed project <br />which plan meets the requirements of C.R.S. 1973, 36-20-112 (1) (d) <br />and which is incorporated into these findings by reference. <br />
