The CWCB believes that this a is a commercial project and that the Department of <br />Natural Resources, Colorado Water Conservation Board should assess a 2% commercial fee for <br />the proj ect. <br /> <br />8. The applicant must prepare monthly progress reports that include a log of seeding operations and a <br />short discussion of operations. The Project Sponsors will create a report that includes a graphical <br />representation ofthe 30-year average, the years actual, and permit threshold for every SNOTEL <br />monitoring location operating for this permit. The project sponsors will submit those written <br />reports and graphs to the Colorado Water Conservation Board for consideration by the CWCB <br />members and staff December 7, January 7, February 7, March 7 and April 7. North American <br />Weather Consultants will also submit a final report at the end of the proj ect in accordance with the <br />requirements of the permit. The final report will be submitted no later than July I of any given <br />year. <br /> <br />9, The weather modification permit shall be further subject to such other terms and conditions as are <br />set forth in the permit. <br /> <br />10. At the end of the five year permit or upon the project sponsors decision to suspend the continued <br />operation of this cloud seeding pro gram, Gunnison County and NA WC will submit to the DNR an <br />analysis that addresses positive and/or negative impacts to affected communities, wildlife, and <br />recreation. The analysis also shall address the effectiveness of weather modification as a resource <br />management tool to enhance reservoir levels and stream flow, and shall compare SNOTEL sites <br />and streamflow in areas up to 50 miles downwind of the target areas to the SNOTEL 30-year <br />average. <br /> <br />11, North American Weather Consultants, Inc. will be required to GPS the generator site locations for <br />elevation, latitude and longitude data for every generator location and provide the information to <br />the project sponsors and the Colorado Water Conservation Board prior to commencing the project. <br /> <br />12.
