The Applicant shall strictly follow the minimum guidelines for <br />coordination of this project with other State weather modification <br />projects; <br /> <br />a. The Applicant shall communicate each day seeding <br />occurs with the designated representative of the <br />Department of Natural Resources on all aspects of the <br />cloud seeding operations, inCluding location, time, <br />and rate. Such notice may be communicated by <br />telephone and confirmed in the reports referred to in <br />Paragraph a Supra. <br /> <br />b. The Applicant shall also communicate both before and <br />after cloud seeding 0~eration5 with any other operator <br />authorized to modify the weather in the State durin~ <br />the designated time period. Said communications can <br />be made by telephone but shall be confirmed in writing. <br /> <br />c. The Applicant shall obtain Current information about <br />cloud seeding programs in neighboring states that <br />might affect seeding rates and conditions of this <br />~rogram. <br /> <br />d. Indiscriminate seeding activites or overseeding may be <br />grounds for revocation of this permit. <br /> <br />e. Any disputes or conflicts regarding this operation <br />with other o~erations within or outside Colorado shall <br />be presented to the Executive Director for resolution. <br /> <br />10. The Ap~licant shall participate with the Citizen Advisory <br />Council established by the Department of Natural Resources in <br />accordance with this paragraph. <br /> <br />a. A local project council will be selected by the <br />Department to periOdically review the cloud seeding <br />operation and give advice on aspects of the <br />operation. A member will be appointed from Silver ton. <br /> <br />b. The Department will encourage participation by people <br />of varying views on cloud seeding and living both <br />within and outside the target areas. Participation <br />shall be sought from such areas of interest as state <br />and local government. ranching, farming, mining, <br />timbering, parks and wildlife. skiing and recreational <br />interests, energy development, water conservation <br />boards, religious organizations, newspapers, radio and <br />television. Citizens are urged to write to the <br />Department indicating their background and reasons for <br />wanting to participate. <br /> <br />Minutes of all Council meetings shall be available in the <br />office of the Executive Director, Department of Natural Resources. <br /> <br />11. The Applicant shall submit Proof of Financial Responsibility <br />through a prepaid insurance policy of $1 million in accordance with <br />the provisions of CRS 1973, 36-20-112(1)(c) before this permit is <br />valid. This amount may be adjusted by the Executive Oirector. <br /> <br />12. The State reserves the right to audit the books and records of <br />the Applicant. Said right to audit shall extend for a ~eriod of two <br />years after the termination date of this permit. <br /> <br />13. If any cloud seeding operation is projected to have an impact <br />on the State of Wyoming or the State of Utah, the Applicant shall <br />give full prior notice of such seeding to the Governor's Office of <br />the State of Wyoming or the State of Utah and submit written <br />confirmation of seeding notice to the Executive Director. <br /> <br />Page Five <br />
