)

did not operate the same length of time, nor did all CNGs operate for each storm. This
was mainly due to the CNG locations with respect to wind directions which was related
to targeting the seeding material. Contact was made with NCWCD personnel at the
Granby pumping plant when a seeding episode occurred.

At the close of the storm, and after all CNG operations had ended, the
meteorologist would document the appropriate weather data and CNG operation
information.

4.2 Ooerational Guidelines

A condition to the Colorado seeding permit (Terms and Conditions #5) was that
three Snotel snow course sites: Willow Creek Pass Snotel, Grandby Snowcourse, and
Stillwater Creek be monitored. It was stipulated that the average of these three sites
remain below the following percent of normals for water content of the snowpack at the
following times:

January I:
February 1:
March I:
April I:
May I:

175 % of normal
160% of normal
150% of normal
140 % of normal
135 % of normal

If the averages exceeded these numbers, then suspension of seeding would result. During
the J 994 seedin~ period these criteria were not exceeded. The averages for each month
of the seeding program's operation are provided in Table 4-1.

4-2
