S <br />36-20-114(2). All such reports are declared to be public <br />records subject to the provisions and limitations of part 2 of <br />article 72 of title 24, C.R.S. 1973." <br /> <br />8. To comply with the minimum guidelines for coordination of this <br />project with other state weather modification projects the Applicant <br />shall: <br /> <br />a. notify and provide appropriate Information on location, time <br />and seeding rates to the designated representative of the <br />Department of Natural Resources each day seeding Is proposed. <br /> <br />b. notify any other operator authorized to modify the weather In <br />the State during the designated time period before and after <br />cloud seeding. <br /> <br />c. obtain current Information about cloud seeding programs In <br />neighboring states and Inform the Department of Natural <br />Resources whether or not other projects might affect this <br />program. <br /> <br />d. refrain from Indiscriminate seeding activities or overseedlng, <br />which may be grounds for revocation of this permit. <br /> <br />e. present any disputes or conflicts between this operation and <br />other operations within or outside Colorado to the Executive <br />Director for resolution. <br /> <br />9. In the application, Applicant agrees to the following: To monItor <br />environmental and public response to the seeding project and to take <br />appropriate actions for minimizing associated risks, a CSU representative <br />will consult weekly with a local committee consisting of one county <br />commissioner from Routt and Jackson counties and an appointed citizen <br />from each of these counties. The CSU representative will Inform the <br />committee of research plans for the upcoming week and discuss any local <br />problems which may have developed due to the operation. If It Is the <br />consensus of the committee that seeding operations occurring during the <br />following week will cause serious detrimental effects to the local area, <br />seeding will be suspended during that week. We believe the above <br />measures will allow CSU to monitor the environmental and public response <br />to the seeding project and to take appropriate actions for minimizing any <br />associated risks. <br /> <br />10. Applicant shall participate with the Citizen Advisory Council <br />established by the Department of Natural Resources In accordance with <br />this paragraph. (For this project the Citizen Advisory Council shall <br />Include all members of the Routt County Weather ModifIcatIon board, <br />chaired by Robert E. McKune.) <br />
