<br />,,'.'. . <br />".",,"'~'. . <br /> <br />18. The operational season shall be November 15 through April 15 for the next five seasons (2002-03, <br />2003-2004, 2004-2005, 2005-2006, 2006-2007). The Project Sponsors agreed to shorten the ends of <br />the cloud seeding season due to concerns about how additional snowpack could lead to impacts on <br />grazing opportunities for local ranchers. (9 36-20-108 (5) (c)). <br /> <br />19, At the end of the permit or upon the decision to suspend this cloud seeding program, Gunnison <br />County and the Permit Holder will submit to the CWCB a report that addresses positive and/or <br />negative impacts to affected communities, wildlife, and recreation. The analysis also shall address the <br />effectiveness of the program to enhance snowpack and reservoir levels, and shall compare SNOTEL <br />sites and streamflow in areas up to 50 miles downwind of the target areas to the 30-year average. <br /> <br />20. The Permit Holders shall prepare and maintain the following written records and reports: <br />A. A daily record of operations, which includes at a minimum the information required by Form <br />WM3 (copy attached), documentation of meteorological conditions during operations for later <br />evaluation by others, information on which seed/no seed decisions are based, and information <br />used in making avalanche suspension decisions. <br /> <br />B. A monthly summary report indicating at a minimum the number of weather systems with seeding <br />opportunities during the month, the number of operational days in the month, the specific dates <br />and times and from which generators seeding actually occurred, total run times, rates and total <br />weight of seeding agent in the month. These reports will be due on December 1, January I, <br />February 1, March 1, April 1 and April 15. These reports will be sll..'11marized and consolidated by <br />the permit holder and faxed or e-mailed to the CWCB. <br /> <br />C. An annual report shall be submitted to the Director of the CWCB no later than July 1 of each year <br />for the preceding winter's operations, a scientific evaluation of the effectiveness of the project in <br />the target area, any impacts in the area reasonably expected to be effected and in downwind areas, <br />and any recommended changes in the operating plan. This report is subject to requests for <br />additional data and analysis. (9 36-20-117). <br /> <br />21. All notices, reports, record, payments and other official communications which the permit holder <br />must provide to the Director shall be addressed as follows: Director, Colorado Water Conservation <br />Board, 1313 Sherman Street, Room 721, Denver, Colorado, 80203. <br /> <br />22. Violations or deviations from the "Terms and Conditions" of this permit may result in the revocation <br />or suspension of this permit as provided by law.
