The Permit Holder shall not undertake, or shall suspend, seeding operations if: <br />A The National Weather Service forecasts a storm to produce unusually heavy precipitation that <br />could contribute to avalanches or unusually severe weather conditions in the project area. <br />B. The Colorado Avalanche Center issues an avalanche forecast warning for avalanche areas located <br />in the target areas, or <br />C. The Director of the CWCB or the Project Sponsors order suspension of seeding for any reason (~ <br />24-32-210). <br /> <br />16. The Permit Holder has traditionally used the target/control evaluation method for analysis and <br />reporting on the effectiveness of cloud seeding in previous projects. This method is sufficient to <br />satisfy statutory requirements for reporting. The Permit Holder offered to develop a target/control <br />relationship specifically for the Rocky Mountain Biological Lab (RMBL) provided that a significant <br />amount of precipitation data is available on this site and that the RMBL requests it. The Permit <br />Holder believes this target/control relationship could be used to estimate the additional snowpack <br />amounts at the RMBL that will help identify potential affects from additional snowpack on existing <br />experiments at the RMBL. The Permit Holder is required to submit the annual report that normally <br />goes to the project sponsors and the CWCB to the Rocky Mountain Biological Lab for review and <br />comments at the end of each seeding season. (~ 36-20-108 (5)(a)). <br /> <br />17. The Project Sponsors have agreed to make 3% of the annual project costs available for additional <br />and/or independent evaluation and monitoring to address concerns for the environment stated at the <br />public hearing. This amount is not to exceed $2400 per year unless agreed to by Project Sponsors and <br />these funds will be used by the RMBL or others solely for evaluation and/or monitoring of the cloud <br />seeding program in Gunnison County. A proposal, scope of services, deliverables and an agreement <br />will need to be agreed to by the Project Sponsors and Permit Holder. RMBL or others seeking this <br />funding will be required to submit an annual report of findings to the Projects Sponsors, Permit <br />Holder and the CWCB for review and comment. Performance objectives and deliverables of the <br />scope of services for additional evaluation and will be considered for the alteration of the permit, <br />continued funding, and increased/decreased funding. <br /> <br />4 <br />
