<br />DECISION AND PERMIT-Page 4 <br /> <br />6. The Applicant shall consult with' U.S. Forest Service Rocky Mount~in Avalanche <br />Forecast'Center prior. to seeding and inforlli the Colorado State Highway Patrol <br />(Denver Dispatch Office) when seeding occurs. <br /> <br />7. The Applicant shall submit reports on cloud seeding activity: <br /> <br />a. To ~he Executive Director, at least twice a month: <br /> <br />1. copiesof form WMJ-indicating all generator operations and <br />a summary of the form specifically addressed, iu part, to <br />the TERMS AND CONDITIONS of this . permit. The Executive <br />Director shall forward said reports to the State Weather <br />Modification Advisory Committee. <br /> <br />2. A copy of the daily Worksheet Decision Summary Notification <br />Form on which seed/no seed decisions are based. And the form <br />indicating the ,parameter data information requested and <br />utilized in making avalanche' suspension decisions. <br /> <br />b. To four'newspapers of the broadest circul~tion in the project area, <br />at least twice a month, including the Valley Courier, th E. names of <br />those newspapers to be forwarded immediately to the Executive Director. <br /> <br />~. To the Colorado State Patrol and the Forest Service Avalanche Fore- <br />cast Center at least twice a month, summarizing the project's <br />activities and status. <br /> <br />8. The Applicant shall strictly follow the m~n~mum guidelines for coordination <br />of this project with other State weather modification projects: <br /> <br />a. The Applicant shall communicate each day with the designated repre- <br />sentative of the Department of Natural Resources on all aspects of <br />the cloud seeding operations, including location, time, and rate. <br />: Such notice may be communicated by telephone and confirmed in the <br />reports referred to in Paragraph 6 Supra. <br /> <br />b. The Applicant shall also communicate both before and after cloud <br />seeding operations with any other operator authorized to modify <br />the weather in the State during the 'designated time period. Said <br />communications can be made by telephone but shall be confirmed in <br />writing. <br /> <br />c. The Applicant shall obtain current information about cloud seeding <br />programs in neighboring states that might affect seeding rates and <br />conditions of ,this program. <br /> <br />d. Indiscriminate seeding activities or,overseeding may be grounds for <br />revocation of this permit. <br /> <br />e. Any disputes or conflicts regarding this, operation with other <br />operations within or outside Colorado shall be presented to the <br />Executive Director for resolution. <br /> <br />9. The Applicant shall participate with, the Citizen Review Panel established <br />by the Department of Natural Resources in accordance with this paragraph. A' <br />local Citizen Review Panel will be selected by the Director to periodically <br />review the' cloud seeding operation and give advice on aspects of the operation. <br />The Director will encourage participation by people of varying views on cloud <br />seeding and living both within and outside the target areas. Participation <br />shall be sought from such areas of interest as state and local government, <br />ranching, farming, mining, timbering, parks and wildlife, skiing and recreational <br />interests, energy development, water ,conservation boards, religious organizations, <br />newspapers, radio and television. Citizens are urged to write to the Director <br />indicating their background and reasons for wanting to participate. <br /> <br />Minutes of all Panei meetings shall be mailed to the Executive Director. <br />
