<br />newspaper printed, in whole or in part, and published in the County of
<br />Routt, State of Colorado, and has a general circulation therein; that
<br />said newspaper has been published continuously and uninterruptedly
<br />in said County of Routt for a period of more than fifty-two consecutive
<br />weeks next prior to the first publication of the annexed legal notice or
<br />advertisement; that said newspaper has been admitted to the United
<br />States mails as second-class matter under provisions of the Act of
<br />March 3,1879, or any amendments thereof. and that said newspaper is a
<br />weekly newspaper dUly qualified for publishing legal notices and
<br />advertisements within the meaning of the laws of the State of
<br />Colorado.

<br />University, Logan, Utah 84322., hereinafter referred
<br />to as "Applicant," has or is about to file with the
<br />Executive Director at the Colorado DepartMent Of
<br />Natural Resources an application for a permit fo
<br />condllct weather modification operations within the
<br />State of Colorado and within the areas hereinafter
<br />more specifically stated. The Applicant shall con-
<br />duct such operations for and on behalf of Utah Wafer
<br />Resnrch Laboratory, UMCI2, Utah State Univer-
<br />sity, Logan, Utah 84322 and Division of AtmosPheric
<br />Resources Research, Bureau Of Reclamation, P.O.
<br />Box 25007, Denver Federal Center, Denver, Colorado
<br />10215. Geoffrey E. Hill presently holds Weather
<br />Modification License No. IS-land-shall be In control
<br />of the weather modification proiect. The additional
<br />person who shall. be in contrOl of the weather
<br />modification project for the Applicant Is Brad Miller
<br />who holds Weather Modification License No. 85-2.
<br />The primary Target Area of the operations for
<br />which a Weather Modification Permit Is sought Is
<br />described, as foHows: an area of the Grand Mesa
<br />plateau lying south of a line between Grand Junction
<br />and Rifle in Garfield County.
<br />Thfl general area beyond the Primary Target Area
<br />which may reasonably be expected to be affected by
<br />the weather modificatIon operations for which a
<br />permit Is sought Includes all or a portion of the
<br />follOWing counties within the State of Colorado:
<br />Eagl~, Mesa, Pitkin, Rio Blanco, and Routt Counties
<br />that are aellacent to Garlield COllnty.
<br />The expected duration of the weather modification
<br />operations for whiCh a Permit is sought Is January 2..
<br />1985through March 31, 1985.
<br />The intended effect of the weilftter modification
<br />operations Is to obtain distinct, rl!prOducible effects
<br />from seeding appropriate winter orographic clouds.
<br />Complete details of the operations to be conducted
<br />by the Applicant are available on request from the
<br />AppHcant- Utah Water Research L.aboratory, Utah
<br />State University, Logan, Utah 84322- and from the
<br />Division of Atmospheric Resources Research,
<br />Bureau of Reclamation, P.O. Box 25007, Denver
<br />Federal Center, Denver, Colorado 80225; the
<br />Executive Director of the Department of Natural
<br />Resources, 1313 Sherman Street, Room 711, Denver,
<br />Color~do 8D203: and 'rom county commission offices
<br />In Garfield, Eagle, Mesa, Pitkin, Rio Blanco. and
<br />Routt Counties.
<br />A public hearing on the application for a permit to
<br />conduct the proposed weather modification
<br />operations shall be held at 10:30 a.m. on Friday,
<br />December 14, 1"4 at the Bureau of L.and
<br />Management Grand Junction office, 764 Horizon
<br />Drive, Grand Junction, Colorado.
