<br />400 PLANNING RESPONSIBILITIES & PRIORITIES <br /> <br />401 Policy Board <br /> <br />A decision and policy making board has been estab- <br />lished in order to ensure desires of the local users are con- <br />sidered in the proposed weather modification operation. The <br />Board is made up of one representative from each of the fourteen <br />participating counties, and the Executive Director for the Wes- <br />tern Kansas Groundwater Management District No.1. Kansas Water <br />Resources Board personnel will serve as State Liaison Officer to <br />the policy board; and the licensee, Project Director, will be <br />the technical advisor 0 <br /> <br />season as <br />policies. <br />Operations <br />as well as <br /> <br />The policy board will meet periodically during the <br />needed to assess the operations and determine future <br />The members will be responsible for keeping the <br />Center advised of soil moisture and crop conditions, <br />seeding priority changes for their respective counties. <br /> <br />402 <br /> <br />General Priorities & Schedule <br /> <br />Since the same organization and resources are used <br />to accomplish both rain augmentation and hail suppression, some <br />general guidelines have been established by the policy Board. <br />Priorities will be adjusted by the Policy Board as necessary, <br />depending on soil moisture and crop vulnerability to hail dam- <br />age. The Preliminary schedule set by the Policy Board is as <br />follows: <br /> <br />1 May <br /> <br />Personnel and equipment mobilization, <br />pilot familiarization, equipment check- <br />out, comfirmation of crew coordination, <br />and operating procedures. <br /> <br />Begin seeding operations with primary <br />emphasis on rain augmentation (RA) <br /> <br />15 May <br />First priority in hail suppression (HS) <br />with secondary priority to rain augmentation 0 <br /> <br />10 June <br /> <br />Discontinue rain augmentation and give full <br />emphasis to hail suppression. <br /> <br />1 July to 31 August <br /> <br />When the majority of the wheat harvest has been <br />completed, rain augmentation is to be given <br />first priority with hail suppression being secondary. <br />
