401 Policy Board

A decision and policy making board has been estab-
lished in order to ensure desires of the local users are con-
sidered in the proposed weather modification operation. The
Board is made up of one representative from each of the fourteen
participating counties, and the Executive Director for the Wes-
tern Kansas Groundwater Management District No.1. Kansas Water
Resources Board personnel will serve as State Liaison Officer to
the policy board; and the licensee, Project Director, will be

General Priorities & Schedule

Since the same organization and resources are used
to accomplish both rain augmentation and hail suppression, some
general guidelines have been established by the policy Board.
Priorities will be adjusted by the Policy Board as necessary,
depending on soil moisture and crop vulnerability to hail dam-
age. The Preliminary schedule set by the Policy Board is as
follows:

1 May

Personnel and equipment mobilization,
pilot familiarization, equipment check-
out, comfirmation of crew coordination,
and operating procedures.

Begin seeding operations with primary
emphasis on rain augmentation (RA)

15 May
First priority in hail suppression (HS)
with secondary priority to rain augmentation 0

10 June

Discontinue rain augmentation and give full
emphasis to hail suppression.

1 July to 31 August

When the majority of the wheat harvest has been
completed, rain augmentation is to be given
first priority with hail suppression being secondary.
