~

.

wElm WEATHER CONSULTANTS, INC.

FINAL OPERATION SEEDING SUMMARY REPORT
f or the
CENTRAL COLORADO MOUNT AINS
WEATHER MODIFICATION PROGRAM

On July 31, 1988, WESTERN WEATHER CONSULT ANTS, INC. submitted an
application to the Colorado Water Conservation Board for the renewal of
its permit to augment natural winter precipitation in the Central Colorado
mountains. The seeding areas requested for the operational 1988-89
Winter Snowpack Augmentation Program were the drainages round the Vail
and Beaver Creek ski areas. With the renewal of our existing permit, there
was no request for a public meeting for this year's seeding program.

WESTERN WEATHER CONSULT ANTS, INC. received a Weather Modification
Permit for the drainages around the Vail and Beaver Creek ski areas
granted effective November 1, 1986, and in force until March 31, 1969.
One of the stipulations of the permit was that no generator should be
operated under conditions when the plume might be expected to reach
leadville, Colorado; other stipulations related to seeded area boundaries,
the selection of weather systems suitable for seeding, and program
suspension criteria.

The program was operationally ready by November I, 1988, with ten
ground-based cloud nuclei generators in place to seed the Vail and Beaver
Creek ski areas. All of the generators were manually operated and uti Iized
silver iodide as the nucleating agent.

The first seeding for the 1988-89 winter season was initiated on
November 2nd followed by eight additional events on November 6,8, 10,
15, 16,24,25, and 28, respectively. Altogether, seeding occurred on
fifteen calendar days in November.

December was a very Quiet weather month with seeding occurring on parts
of six calendar days and comprising three seeding operations.

January had four seeding operations extending into six calendar days. With
a below normal snowpack, Vail Associates requested an ext.ension of the
seeding program into February and March.

February had three seeding operat.ions over five calander days. The
weather activity increased somewhat in March with six seeding operations
over seven calander days.
