Clearly, the <br />more representative (inclusive) the base period is of natural temporal and spatial <br />variability within and between the target and control areas, the better the mathematical <br />relationship will perform in ensuing analyses. <br /> <br />Prior and Current SeedinQ Proiects in Colorado <br /> <br />To determine truly not-seeded regions and time periods, a comprehensive <br />search was conducted to determine the locations and seasons of operation for prior <br />seeding projects in Colorado. This important task proved to be much more time <br />consuming and elusive than envisioned. Records from many sources were obtained, <br />reviewed and combined to assemble a history of previous seeding activities, Table 1 <br />lists the prior and current seeding projects in Colorado, along with information <br />regarding their period of operation. Figure 2 shows the target areas for the projects in <br />Colorado. The various information sources used in this phase are shown in Appendix <br />A. <br /> <br />Ca!.
