At least 30 days prior to commencing seeding operations each year (after the first <br />year), the permittee shall invite representatives from all of the entities listed above <br />to receive the annual report to a meeting, open to the public, to explain the <br />operational plan and answer questions. <br /> <br />II. Generator operations shall be carefully controlled to minimize artificial increases <br />in snowfall within the limits of the Town ofOphir, the City of Ouray, and the Town <br />of Silverton. The operator and project sponsors, in cooperation with the Colorado <br />Climate Center, Colorado Avalanche Center, and the National Weather Service <br />shall develop a continuing precipitation monitoring program to systematically <br />monitor precipitation changes from normal, either through snowpack or stream flow <br />measurements, and establish a control area that lies within the same weather <br />patterns as the target area, but is unaffected by the cloud seeding operation. <br /> <br />Following the first year of operation, but no later than the 30 days prior to the <br />beginning oUhe second year of cloud seeding operations, the permittee shall <br />propose for consideration by the Director a methodology and a maximum level of <br />change at specific long term precipitation recording stations as may be available in <br />or near the Town of Ophir, the City of Ouray, the Town of Telluride, the Town of <br />Silverton, and other communities in the region beyond which the cloud seeding <br />operation shall be suspended. <br /> <br />12. The permittee shall cooperate and help coordinate collection of snowfall samples <br />and provide supporting meteorological data and information should a federal or <br />state agency or some university's atmospheric science department become <br />interested in a long term research project to further analyze and evaluate the impacts <br />in and outside of the target area, including but not limited to: <br /> <br />A. Snowfall sampling using a vertical snow profile system and content analysis <br />for traces of silver iodide using graphite furnace atomic absorption <br />techniques, <br /> <br />B. Detailed precipitation evaluation and statistical analysis, and <br /> <br />C. Determination of the exact area covered and the incremental change in <br />snowpack due to the seeding operation. <br /> <br />13. The State reserves the right to examine and audit the daily logs, books, and records <br />of the permittee concerning the project which is the subject of this permit for a <br />period of two years after the termination date of this permit. <br /> <br />5 <br />
