The permittee shall not undertake, or shall suspend, seeding operations if: <br /> <br />A. The National Weather Service forecasts a storm to produce unusually heavy <br />precipitation that could contribute to avalanches or unusually severe <br />weather conditions in the project area, <br /> <br />B. The Colorado Avalanche Center issues an avalanche forecast warning for <br />avalanche paths located in the target area or in the Town ofOphir, or <br /> <br />C. The Director orders suspension of seeding for any reason. <br /> <br />8. The permittee shall inform the following entities of its intent to seed within 48 <br />hours of commencing any seeding operation when the risk of avalanches in the <br />areas outside the target area reasonably expected to be affected are high or <br />snowpack at any snotel monitoring site selected to represent the target area is above <br />120% of normal, provided that each entity seeking advance notification of potential <br />se~<iing operations has informed the permittee of a point of contact which is <br />available 24 hours a day: <br /> <br />I) TownofOphir <br />2) City of Ouray <br />3) Town of Silverton <br />4) San Miguel County Board of Commissioners <br />5) Ouray County Commissioners <br />6) San Juan County Commissioners <br />7) Colorado Avalanche Center <br />8) Colorado Department ofTransportation (District 5) <br /> <br />9. The permittee shall prepare and maintain the following written records and reports: <br /> <br />A. A daily record of operations, which includes at a minimum the information <br />required by Form WM3 (copy attached), documentation of meteorological <br />conditions during operations for later evaluation by others, information on <br /> <br />3 <br />
