The sponsor of the proposed demonstration project in Colorado is the said District. <br />The proposed demonstration project in Colorado will be managed by the District <br />through its Western Kansas Weather Modification Program ("Program"). The <br />District will be managing a similar project in Kansas under contract to the Northwest <br />Kansas Groundwater Management District No.4. <br /> <br />4. The person proposed to be in charge of the demonstration project in Colorado is <br />Curtis D. Smith, Program Manager, of Lakin, Kansas, who has provided adequate <br />evidence of his qualifications by professional education and experience to conduct <br />weather modification operations in Colorado. [s 36-20-1 12(1)(g), CRS] <br /> <br />5. The permit application review fee has been paid by Western Kansas Groundwater <br />District No, 1 by check No. 6356 dated February 23, 1998. Proof of financial responsibility has been provided by the applicant by means of a <br />Certificate of Insurance dated March 31, 1998, which evidences that the applicant is <br />covered by single limit injury and property damage liability insurance in the amount <br />of$l million through Reliance Insurance Company of Illinois, which operates under <br />United Pacific in Colorado. Legal notice of intent to modify weather was published on April 1 and April 8, 1998 <br />in the official newspapers of Yuma and Phillips Counties; on April 2 and April 9, <br />1998 in the official newspapers of Yuma, Kit Carson, Cheyenne, Phillips, <br />Washington, and Lincoln counties; and on April 3 and April 12, 1998 in the official <br />newspaper of Kiowa County. A public hearing on the application was held beginning at 1:30 p.m. on Tuesday, <br />April 14, 1998, and ending about 3:30 p.m. in the Western Motor Inn located at 123 <br />Lincoln Street, Burlington, Colorado. The hearing was conducted in the immediate <br />vicinity of the target area and not more that one week following the completion of <br />publication. The hearing was attended by 9 people. Several counties in the State of Kansas have voluntarily entered into an agreement <br />with the applicant, though the Northwest Kansas Groundwater Management District <br />No.4, to jointly finance the weather modification operations in 1998 to increase <br />rainfall and requce crop-damaging hail. Participation in the Program is voluntary on <br />a county by county basis. Since the inception of the Program in 1975,16 different <br />Kansas counties have participated in the Program for various reasons at one time or <br />another, and 6 counties have participated continuously. <br /> <br />11.
