<br />.' <br /> <br />"'''-' <br /> <br />FINAL OPERATIONAL SEEDING SUMMARY REPORT <br />for the <br />SAN JUAN WEATHER MODIFICATION PROGRAM <br /> <br />WESTERN WEATHER CONSULTANTS, INC submitted an application for a <br />permit to augment natural winter precipitation in the southwestern <br />portion of the San Juan Mountains to the Colorado Department of Natural <br />Resources on August 21, 1985. The seeding areas requested for the <br />operational 1985-86 winter snow pack augmentation program were the <br />Animas, La Plata, Mancos, and Dolores River Drainages, This application <br />was discussed at a publ ic hearing held on October 2, 1985, before David H <br />Getches, Executive Director, and Barbara Welles, Weather Modification <br />Program director, Colorado Department of Natural Resources, at 10:30 a,m, <br />in the Blue Spruce Room, La Plata County Court House, Durango, Colorado, <br />WESTERN WEATHER CONSUL T ANTS, INC was represented by Lawrence M, <br />Hjermstad, President. <br /> <br />WESTERN WEATHER CONSUL TANTS, INC received a Weather Modification <br />Permit for the drainages in the San Juan Mountains listed above, granted <br />effective November 15, 1985 and in force unti I March 31, 1986, One of the <br />stipulations of the permit was that no generator should be operated under <br />conditions when the plume might be expected to reach Silverton, Colorado; <br />other stipulations related to seeded area boundaries, generator sites, the <br />selection of weather systems suitable for seeding, and program <br />suspension criteria. <br /> <br />The program was operationally ready by November 15, 1985, with six <br />ground-based cloud nuclei generators in place to seed the southwestern <br />San Juan target area, All of the generators were manually operated and <br />utilized :lilver iodide o~ the nucleoting ogent. <br /> <br />The first seeding for the 1985-86 winter season was initiated on <br />November 17th; there was only one seeding event during November due to a <br />suspension period caused by excessive snowpack which continued through <br />December. During December there were no seeding events, There were <br />three seeding events during January and one seeding event in February The <br />program ended for the sea'3on on February 24, 1986, <br /> <br />The storm event that began on r.jovernDer J 7, 1986 and cont inued through <br />November 19 brought the snowpack, water content above the suspension <br />limits and the program suspended additional seeding operations at that <br />
