Box 416 <br />Center, CO 81125 <br /> <br />Dear Mr. Smith: <br /> <br />This is to advise you that your application for a Colorado Weather Modification Permit under <br />!l36-20-112, CRS for the purpose if hail suppression has been approved with conditions. The permit <br />shall be for operations through September IS, 1996. Your copy of Permit No. 96cS dated July 23, <br />1996 and the Record of Decision is attilched for your use. Under the conditions of the permit, we <br />expect you to: <br /> <br />1. prepare a written report monthly and at end. of the project in accordance with the <br />requirements of the permit, <br /> <br />2. cooperate with the State in conducting research on hail cannons through Colorado <br />State University or other educational institution as arranged by the Department of <br />Natural Resources, . <br /> <br />3. agree to pay the commercial fee, <br /> <br />4. furnish the results of sound tests conducted by Dr. Dennis Fleisher, or other sound <br />expert, by July 30, 1996, and <br /> <br />5. install sound barriers around the hail cannons in accordance with the conditions in the <br />permit. <br /> <br />In reviewing your application, we recognize that the use of cannons to mitigate hail damage is <br />an unproven technology still in the development stage. Although we believe the program poses only <br />minimal risk, the granting of the permit should not be considered as an official state endorsement of <br />the technology. We believe further scientific evaluation of the process in the laboratory and in the <br />field is needed. <br />
