Dear Mr. Smith:

This is to advise you that your application for a Colorado Weather Modification Permit under
!l36-20-112, CRS for the purpose if hail suppression has been approved with conditions. The permit
shall be for operations through September IS, 1996. Your copy of Permit No. 96cS dated July 23,
1996 and the Record of Decision is attilched for your use. Under the conditions of the permit, we
expect you to:

1. prepare a written report monthly and at end. of the project in accordance with the
requirements of the permit,

2. cooperate with the State in conducting research on hail cannons through Colorado
State University or other educational institution as arranged by the Department of
Natural Resources, .

3. agree to pay the commercial fee,

4. furnish the results of sound tests conducted by Dr. Dennis Fleisher, or other sound
expert, by July 30, 1996, and

5. install sound barriers around the hail cannons in accordance with the conditions in the
permit.

In reviewing your application, we recognize that the use of cannons to mitigate hail damage is
an unproven technology still in the development stage. Although we believe the program poses only
minimal risk, the granting of the permit should not be considered as an official state endorsement of
the technology. We believe further scientific evaluation of the process in the laboratory and in the
field is needed.
