<br />beneficial to the primary target area and only when wind and other meteorological <br />conditions are such that the seeding can be expected to not affect Colorado. <br /> <br />5. Not more than the number of seeder aircraft as specified in section 3.2 of the <br />Operational Plan shall be used. The aircraft shall be equipped with the seeding <br />devices specified in section 3.3 ofthe Operational Plan. <br /> <br />6. The permittee shall provide the Director of the Colorado Water Conservation Board <br />(the Director) with the name, address, and telephone number of each pilot before <br />seeding commences pursuant to this permit in 1995 and in each subsequent year that <br />this permit is renewed. The permittee shall promptly notify the Director in writing <br />of any changes in addresses or telephone numbers or in pilots. <br /> <br />7. The permittee shall not undertake, or shall suspend, seeding operations over <br />Colorado if: <br /> <br />a. Such operations would increase the potential for unusually heavy <br />precipitation or severe weather conditions anywhere in the State of Colorado; <br /> <br />b. Such operations would decrease normal precipitation beyond the range of <br />normal variability anywhere in the State of Colorado; <br /> <br />c. The Director orders suspension of seeding in Colorado for any reason. <br /> <br />8" The permittee shall maintain the following written reports on seeding activities in the <br />project target area: <br /> <br />a. Form WM3, copy attached, or a summary thereof indicating on which days <br />and from how many aircraft seeding actually occurred, including a map <br />showing flight lines of seeding aircraft, shall be submitted bi-weekly to: <br /> <br />1) the Director of the Colorado Water Conservation Board or his <br />designee, <br /> <br />2) the county commissions of the Colorado counties in the fly over area, <br /> <br />b. A detailed daily log of operations, which includes the information required <br />by Form WM3, information on which seed/no seed decision are based, and <br />information utilized in making suspension decisions, shall be maintained by <br />the permittee at its offices. <br /> <br />c. An annual operational report and an annual project evaluation shall be filed <br />by December 1 of each year for the preceding summer's operations. A final <br />
