<br />STATE OF COLORADO <br />WEATHER MODIFICATION PERMIT No. 95-5 <br /> <br />PERMITTEE: Western Kansas Groundwater Management District No.1 <br />P.O. Smith, License No. 95-4 <br /> <br />PERMITTED PROJECT: Commercial seeding operation for hail suppression using cloud base <br />and cloud top aircraft which may seed with any of the following <br />agents to generate ice nuclei: a silver iodide-acetone solution, dry ice, <br />and pyrotechnics. The area over which the applicant will be allowed <br />to conduct seeding operations in Colorado shall be as described in <br />item 2 ofthe "Terms and Conditions" herein. <br /> <br />PERIOD OF PERMIT: Final approval is hereby given for operations from May 20 through <br />September 30, 1995, with conditional approval given for future year's <br />operations from April 15 through September 30 of 1996, 1997, 1998, <br />and 1999, subject to the permit renewal requirements of section 36- <br />20-114(2), C.R.S., and ofthe Colorado Weather Modification Rules <br />and Regulations, 2 CCR 401-1. This permit shall automatically <br />terminate no later than September 30, 1999. <br /> <br />TERMS AND CONDITIONS <br /> <br />This permit is limited by and subject to the following terms and conditions: <br /> <br />I. The project must be carried out in conformity with sections 3 through 8 of the <br />"Operational Plan for Weather Modification Project, Western Kansas Weather <br />Modification," dated 1995 (the Operational Plan) submitted by the permittee as part <br />of its application for this permit. <br /> <br />2. The area over which the applicant will be allowed to conduct seeding operations in <br />Colorado shall be the area within Colorado bounded on the north by the northern <br />boundary of Kit Carson County, on the east by the Colorado-Kansas border, on the <br />south by the Colorado-Oklahoma border, and on the west by a line 35 statute miles <br />(30.4 nautical miles) west of and parallel to the Colorado-Kansas border. <br /> <br />3. The primary target area lies wholly within the State of Kansas and shall be that area <br />specified in section 2.1 of the Operational Plan. <br /> <br />4, Seeding in the project target area will be conducted only when it is likely to be <br /> <br />/' <br />
