Facilities will be maintained to gather

and analyze weather dsta providing a continuing weather watch. We will

also maintain liaison with the program participanta, the U.S. Weather

Bureau, the U.S. Forest Service and the Department of Natural Resources

regarding potential adverse conditions.

..,.....

PROPOSED HEnloD OF CONTROLLING TilE WEATIIER MODIFICATION OPERATIONS

-..,

The !orecast and operations center of Wester Weather Conaultants,
i Inc., 'Dursngo, Colorado will monitor on a seven dsy per week baaia
the weather patterns over Colorado and the Western United States
during the five-month permitted operating period. Meteorologiats
licensed by the State of Colorado to operate weather modification programs
will determine if psrticular weather events are suitable for precipi-
tatiOn eus-entstion by cloud seeding in accordance with the operational
criteria stated in this proposal.
Prior to initiating allY seeding operations, a thorough hazard
analysis will be evaluated. A potential weather system judged suitsble
for seeding will be evaluated for ita potential to develop into
a blizzard, severe storm, or heavy precipitating storm possibly
associated with a I,utelllial major avalallch.. epl..ods. Also, the
effects of the westher event on ranching, agriculture, highway travelers,
mun1c1pal' 1nterests and industry w1ll be cons1dered. This evaluation
will be concentrated upon those areas to be seeded along with,
sonciderations of potential'dis-benefits to adjacent areas which may
be influenced by augmented precipitation. No seeding will be
initiated during ap..riod determined to hay" a high potential hazard
evaluatiun.
Once a seeding op..ration haa b....n initillted. munitoring of
existing and forecast weather conditions will continue throughout the
duration of the seeding operation. All new meteorologicsl informa-
tion will be assessed as well as reports from generator opera~or8,

""""
