DESCRIBE THE SAFEGUARDS TO BE USED BY THE OPERATOR TO <br />PREVENT SUBSTANTIAL HARM TO LAND, WATER, PEOPLE, HEALTH, <br />SAFETY, PROPERTY AND THE ENVIRONMENT. <br /> <br />To reduce likelihood of spring flooding from increased <br />snowmelt from snow developed by cloud seeding, the Applicant <br />shall suspend seeding operations when one or more of the following <br />occurrences take place: <br /> <br />a. when the snowpack reaches 200% of November, 175% <br />of December, or 150% of January snowpack average <br />during the months of November, December, or January <br />respectively. <br /> <br />b. When the snowpack reaches 140% of February snowpack <br />average during the month of February. <br /> <br />c. When the snowpack reaches 135% of March snowpack <br />average during the month of March. <br /> <br />Average snowpack will be calculated by averaging the <br />actual Soil Conservation Service snowpack readings for water <br />content from representative snow sites in the project area. <br />The sites shall be selected by the Executive Director and <br />the Contractor. <br /> <br />The normal snowpack will be the average water content <br />of the snowpack for the past 15 years of record for each of <br />the selected snow courses from January 1st to April 1st. <br />For November and December, percent of average shall be calculated <br />by the Soil Conservation Service Snow Survey Unit. <br /> <br />7 <br />
