6. Recommendations

. Funding should be sought from various public and private sources in California to
support thc proposed applied rescarch, e.g., California Energy Commission, CalFed Bay-
Delta Program, and stakeholders such as hydroelectric power utilities and water supply
agcncics. water conservation or irrigation districts, ski areas etc,
. An education package should be developed and uscd to inform policy makers,
stakeholdcrs and the public about the current state of weather modification.
. Given the availability of funding, begin the tasks outlincd in thc prcvious section,
. Synergy with other rcsearch projccts related to weathcr modification should be sought,
such as with NOAA's Hydrometeorological Testbed (IIMT) program. Data from past
relevant projects, such as SUPRECIP, should be analyzed for their contributions of
knowledge to secding optimization.
. A weather modification rescarch facility should be fonned in California. involving
universities, research laboratories, and other interested agencics.

D. Acknowledgements

The California Energy Commission (CEC), through the Public Intcrest Energy Rescarch (PIER)
program. provided funding for this work through subcontract C-05-35. I wish to thank Joe
O'Hagan of CEC for technical and administrative guidance. Rob Farber (SCE) and Byron
Marler (PG&E), along with O'Hagan, have provided the foundation tor this cflort through
stewardship of the California cloud secding optimization group <Appendix B). The lollowing
members of this group provided helpful reviews of this papcr: Brian McGurty, Arlin Supcr, Jim
Hcimbach, Don Griffith. Bernic Silvcrman, Maury Roos, Arlen Huggins, Hill Woodley, Byron
Marler, and Rob Farber, I am deeply indebtcd to my fellow WDMP team mcmber, Jon Medina,
for his numcrous insights into wcather modilication and statistics.

E.
