'J pursuant to House Bill No. 1160, 51st General Assembly, <br />duly enacted into law, there was 'appropriated to the Colorado Water <br />Conservation Board the sum of $251,200, of which $62,000 was to come <br />from private and local sources and the remaining $189,200 was appro- <br />priated from the general fund, which appropriation was for the purpose <br />of conducting a weathe~ modi~ication program; and <br /> <br />WHEREAS, Colorado State University, through its Department of <br />'Atmospheric Science, has experienced personnel in. the field of weather <br />modification and is willing to carryon that portion of the authorized <br />weather modification program described in House Bill No. 1160 as the <br />Climax area and the northern Front Range area, hereinafter referred to <br />as lithe program!:; <br /> <br />NOW THEREFORE, it is hereby agreed <br /> <br />1. The objectives of the project are to increase snowpacks in <br />the central mountain area of the ~tate of Colorado, more particularly <br />described as the Aspen-Vail-Climax-Leadville area, and in the northern <br />Fr.ont Range area.of the Colorado mountains, more particularly described <br />as that area lying on both sides of the Continental Divide and extending <br />generally northerly from Vail Pass and easterly to include various. <br />northern tributaries of the South Platte River. Attached hereto as <br />Appendix A is a map of the proposed operating areas specifying the <br />primary targe~ areas and areas reasonably expected to be affected. <br /> <br />2.. The Contractor shall establish cloud seeding operations through <br />various subcontractors consisting of manually operated ground based <br />cloud nuclei generators and 'at least one aircraft. All weather systems <br />judged to be suitable for seeding by this Contractor will be seeded. <br /> <br />3. Project' operations, will be conducted under, the follmving <br />limitations, conditions and guidelines:' ' <br /> <br />a. Actual seeding operations shall be carried on through <br />subcontracts to be entered into between and among the <br />Contractor Western, Weather Consultants} and a joint venture <br />of C91orado International C~rporation and Aero Systems. <br /> <br />b. All operations shall be carried on -pursuant to the <br />provisions of Article 20, Title 36; Colorado Revised Statutes <br />1973, as amemded} and more particularly as to the permits <br />and licenses required by that article. <br /> <br />c. The Contractor.shal1 provide for appropriate public <br />information service pertaining to the activities to be <br />carried on purs~ant to this contract. <br /> <br />d. For any and all operations which will affect or in any <br />way impact areas ~nder jurisdiction of the United States <br />Forest.
