,W"E'~Ei\S. 'J pursuant to House Bill No. 1160, 51st General Assembly,
duly enacted into law, there was 'appropriated to the Colorado Water
Conservation Board the sum of $251,200, of which $62,000 was to come
from private and local sources and the remaining $189,200 was appro-
priated from the general fund, which appropriation was for the purpose
of conducting a weathe~ modi~ication program; and

WHEREAS, Colorado State University, through its Department of
'Atmospheric Science, has experienced personnel in. the field of weather
modification and is willing to carryon that portion of the authorized
weather modification program described in House Bill No. 1160 as the
Climax area and the northern Front Range area, hereinafter referred to
as lithe program!:;

NOW THEREFORE, it is hereby agreed

1. The objectives of the project are to increase snowpacks in
the central mountain area of the ~tate of Colorado, more particularly
described as the Aspen-Vail-Climax-Leadville area, and in the northern
Fr.ont Range area.of the Colorado mountains, more particularly described
as that area lying on both sides of the Continental Divide and extending
generally northerly from Vail Pass and easterly to include various.
northern tributaries of the South Platte River. Attached hereto as
Appendix A is a map of the proposed operating areas specifying the
primary targe~ areas and areas reasonably expected to be affected.

2.. The Contractor shall establish cloud seeding operations through
various subcontractors consisting of manually operated ground based
cloud nuclei generators and 'at least one aircraft. All weather systems
judged to be suitable for seeding by this Contractor will be seeded.

3. Project' operations, will be conducted under, the follmving
limitations, conditions and guidelines:' '

a. Actual seeding operations shall be carried on through
subcontracts to be entered into between and among the
Contractor Western, Weather Consultants} and a joint venture
of C91orado International C~rporation and Aero Systems.

b. All operations shall be carried on -pursuant to the
provisions of Article 20, Title 36; Colorado Revised Statutes
1973, as amemded} and more particularly as to the permits
and licenses required by that article.

c. The Contractor.shal1 provide for appropriate public
information service pertaining to the activities to be
carried on purs~ant to this contract.

d. For any and all operations which will affect or in any
way impact areas ~nder jurisdiction of the United States
Forest. Service, the Contractor shall faithfully observe and
carry out. the .conqitions of the special-use permit 'issued by'
the United States Forest Service to the Department of Natural
