A. Such operations would increase the potential for unusually heavy
precipitation or severe weather conditions anywhere in the State of Colorado;

B. Such operations would decrease normal precipitation beyond the range of
normal variability anywhere in the State of Colorado;

C. The Director orders suspension of seeding in Colorado for any reason.

8. The permittee shall prepare and maintain the following written records and reports:

A. A Daily Log of Weather Modification Operations (copy attached), which
includes at a minimum, the aircraft, the date, geographic position or location
of seeding, start and stop times of seeding, the type, rate and amount of
seeding agent, and the type of weather modified. Additional documentation
of meteorological conditions during operations including information on
which seed/no seed decisions are based, and information utilized in making
suspension decisions, shall be maintained by the permittee at its offices.

B. A monthly summary report indicating at a minimum the number of weather
systems with seeding opportunities during the reporting period in Colorado,
the number of operational days in the period, the specific dates and times
seeding actually occurred from each aircraft, total run times, rates, and total
weight of seeding agent used in the period, and a map showing flight lines of
all aircraft during seeding operations (sample map attached).

C. An annual report shall be submitted to the Director no later than December
31 of each year for the preceding year's operations. The annual report shall
include a complete record of operations, a numerical evaluation of the
effectiveness of the project in the target area, any impacts in the area
reasonably expected to be affected, and any recommended changes in the
operating plan.

All such reports shall be public records that the permittee shall make available for
inspection by any person at reasonable times.

9. The monthly report shall be submitted in a timely manner to the following entities:

1. Yuma County Board of County Commissioners
2. Kit Carson Board of County Commissioners
3. Cheyenne Board of County Commissioners
4. Director, Colorado Water Conservation Board

The annual report shall be submitted in a timely manner to the above named entities
