<br />A. Such operations would increase the potential for unusually heavy <br />precipitation or severe weather conditions anywhere in the State of Colorado; <br /> <br />B. Such operations would decrease normal precipitation beyond the range of <br />normal variability anywhere in the State of Colorado; <br /> <br />C. The Director orders suspension of seeding in Colorado for any reason. <br /> <br />8. The permittee shall prepare and maintain the following written records and reports: <br /> <br />A. A Daily Log of Weather Modification Operations (copy attached), which <br />includes at a minimum, the aircraft, the date, geographic position or location <br />of seeding, start and stop times of seeding, the type, rate and amount of <br />seeding agent, and the type of weather modified. Additional documentation <br />of meteorological conditions during operations including information on <br />which seed/no seed decisions are based, and information utilized in making <br />suspension decisions, shall be maintained by the permittee at its offices. <br /> <br />B. A monthly summary report indicating at a minimum the number of weather <br />systems with seeding opportunities during the reporting period in Colorado, <br />the number of operational days in the period, the specific dates and times <br />seeding actually occurred from each aircraft, total run times, rates, and total <br />weight of seeding agent used in the period, and a map showing flight lines of <br />all aircraft during seeding operations (sample map attached). <br /> <br />C. An annual report shall be submitted to the Director no later than December <br />31 of each year for the preceding year's operations. The annual report shall <br />include a complete record of operations, a numerical evaluation of the <br />effectiveness of the project in the target area, any impacts in the area <br />reasonably expected to be affected, and any recommended changes in the <br />operating plan. <br /> <br />All such reports shall be public records that the permittee shall make available for <br />inspection by any person at reasonable times. <br /> <br />9. The monthly report shall be submitted in a timely manner to the following entities: <br /> <br />1. Yuma County Board of County Commissioners <br />2. Kit Carson Board of County Commissioners <br />3. Cheyenne Board of County Commissioners <br />4. Director, Colorado Water Conservation Board <br /> <br />The annual report shall be submitted in a timely manner to the above named entities <br /> <br />3 <br />
