AS a result, the quality of science produced
in EPA laboratories has plummeted into a "state of crisis."

Interestingly, one of its major problems, Lewis contends, is
that scientists are so caught up in paperwork and bureaucratic red
tape they have little time to spend in laboratories.

MOST NOTEWORTHY: The article says Mr. Lewis states the biggest
problem is that the EPA sometimes rushes to issue reaulations to
protect public health before scientists can perform adeauate
research and analysis, Instead of leading the development of
regulations, researchers sometimes are expected to follow alona and
iustifv them.

Mr. Lewis says his views are widely shared among other EPA
researchers. Mr. Lewis, at the EPA since it was founded in 1970 and
one of their top senior researchers, reports his several attempts
to express his concerns to EPA Apministrator Carol Browner and
others has been given "absolutely no response."

For those of us living in the real-world, subject to EPA rules
and penalties, Mr. Lewis' insight reveals something most of us have
wondered about for a long time and, probably, intuitively knew it
to be true: The EPA has been politicized, with "real science" taking
a back seat to an "agenda". Sadly enough, when this occurs, we all
lose, one way or the other either individually or as a nation. When
scientists lose their credibility, what hope have we to progress as
humans?

OPERATIONS: The upper ridge, west of us last week, remained west
and allowed a cold front to pass through the region in mid-week.
On August 22nd 2 observation flights were flown with no seeding
performed. All times below are in CDT.

AUGUST 19th/20th - OPERATIONAL DAYS *66/*67: A surface trough moved
east through the target area becoming oriented NE-SW across Ford
County to just south of Stevens County. Thunderstorms built into a
small line along this convergence line in late afternoon.
