Forfthose <br />not close to this matter, what follows w111 be news to many 0 you. <br /> <br />Wayne Bossert, manager of the Northwest Groundwater Maf,lagement <br />District #4 (Colby), provided the leadership needed to br~nq such <br />an undertaking into l:>eing, For well over a ~e<:a~e'. Wayne and other: <br />have been persistent in pursuing all poss1b11~t~es to develop <br />'-ather modification program in Northwest Kansas. Recently, tho~e <br />:fforts bore fruit and will make weather modification a reality n <br />that area next year, <br /> <br />Earlier this year, May 9th, ,the GMD 114 bo,ard,?f directors held <br />its required public hearing pnor to adc:ptlnq J.~s 1997 budq~t, <br />After the hearing, a budget was adopted w~~ch.prov~des for fund~nq <br />to begin cloud seeding operations in the~r d~strict next year. <br /> <br />There is general agreement between GMD #4 and Western Kansas <br />Groundwater Management District lt1 (WKGMD #1 - Scott City} that GMD <br />*4 would participate within the framework of the Western Kansas <br />Weather Modification (WKWM) Program which is administered by GMD <br />#1. Simply put, Northwest Kansas counties will be join the WKWM <br />Program next year. <br />---. <br /> <br />It has a~ready been decided that a field headquarters and ne~~ <br />radar site and will be placed in Colby for two reasons: (1) Most \ <br />important, as a radar site it's well-positioned; centrally located \ <br />and able to view clearly all the Groundwater District counties and ! <br />areas upwind in Colorado and Nebraska, and (2) A relatively c~ose ! <br />proximity to GMD #4 will have enormous administrative benefits, ) <br />especially from a communications and public relations standpoixrt...,/ <br />.d.'"'' <br /> <br />GMD #4 is in the process of attemp ~ng the paradox <br />inherent in the Colorado Weather Modification Act which s s that <br />t~eirg6neral assembly '::'cciQ:Lt:$chat economic benefits 'can be <br />derived for the people of the State and how weather modification <br />research, operations, etc., shall be encouraged and is a proper <br />commercial activity which the law should encourage to be carried <br />out~--then smartly turns around and discourages all cloud seeding <br />in Colorado by non-Colorado groups such as ours. We wish them well. <br /> <br />Finally, we've heard talk about another "experiment" which <br />will be conducted, perhaps next year, on the scale of the National <br />Hail Research Experiment (NHRE) experiment conducted about 20 years <br />ago in northeast Colorado. probably, it will be conducted in the <br />same area again, too. More on that later when we learn more. <br /> <br />OPERATIONS: A week of mostly afternoon storm activity which dragged <br />into the late evening or early mornings at times, typical of this <br />
